Water supply bubbles are bursting in China, the Middle East and India with potentially serious implications for the global economy and for political stability. Even the United States is depleting groundwater on average 25% faster than it is being replenished. Our thirst for water grows with our population, but the amount of fresh water available on Earth is fixed. If we assume "business as usual" by 2050 about 40% of the projected global population of 9.4 billion is expected to be facing water stress or scarcity. With increasing climate variability being predicted by global climate models, we are likely also to have more people without adequate water more of the time, even in water-rich regions. Irrigation productivity rose dramatically over the past 40 years as a result of the Green Revolution. However, even if we disregard the environmental impacts caused by that revolution, we are no nearer to achieving global food security than we were 40 years ago, as every time we come close to filling the food production gap population growth and ecosystem decline associated with water diversions to human purposes set us back. Our natural and agricultural ecosystems are trying to tell us something. This book pursues these overarching themes connecting to water and food production at global and regional scales. The collection offers a comprehensive discussion of all relevant issues, and offers a wide-ranging discussion with the aim of contributing to the global debate about water and food crises.

The process of globalization has the potential to generate long-term benefits for developing countries, including enhanced technology and knowledge transfers and new fina- ing options supporting agricultural and economic development. However, risks of political and economic instability, increased inequality, and losses in agricultural income and production for countries that subsidize their agricultural and other e- nomic sectors threaten to offset potential benefits. Globalization can also have a profound impact on the water sector – in terms of allocation and use of water – and thus on food security as well. Other global change processes, particularly climate change, are also likely to have far-reaching impacts on water and food security, and societies around the world. To discuss these issues in-depth, the International Food Policy Research Institute, the Third World Centre for Water Management, Mexico, and the Tropical Agricultural Research and Higher Education Center (CATIE), Costa Rica, held a three-day International Conference on “Globalization and Trade: Implications for Water and Food Security,” at CATIE’s Turrialba, Costa Rica, headquarters under the auspices of the CGIAR Challenge Program on Water and Food in 2005. The workshop set out to identify the major risks and emerging issues facing developing countries related to global economic and environmental change impacts on water and food security.

Instead, they argue for a reframing of the debate concerning production processes, waste, food consumption and dietary patterns whilst proposing alternative strategies to improve water and land productivity, putting the interests of marginalized and disenfranchized groups upfront. The book highlights how accessing water for FSN can be challenging for small-holders, vulnerable and marginalized women and men, and how water allocation systems and reform processes can negatively affect local people’s informal rights. The book argues for the need to improve policy coherence across water, land and food and is original in making a case for strengthening the relationship between the human rights to water and food, especially for marginalized women and men. Book excerpt: Pakistan’s water management is at a critical watershed. The world’s seventh-most populous country faces serious challenges that will require improvements in both the "hardware" and "software" of agricultural water management. Water shortages are growing rapidly as a result of growing demand across all water-using sectors. Rapid population growth, from 175 million people in 2010 to an estimated 236 million by 2030 and 280 million by 2050, and international food-price spikes create pressure to increase agricultural production of staples; but demand for cash crops is also growing rapidly, including for cotton, fruit trees and tobacco, to raise rural incomes and generate rural employment to absorb the relatively young, rapidly growing rural population. Water management is also increasingly affected by climate change – including an increased number of flood and drought events – and growing energy shortages, which affect how water is being sourced and used. Last but not least, Pakistan’s political situation is fragile, which has reduced incentives to invest in enhanced agricultural water (and other) technologies. How Pakistan addresses these challenges will be decisive for its population’s future water and food security, for economic growth, and for environmental sustainability. It will also affect water and food outcomes globally, due to the interconnectedness of global food trade. This book was published as a special issue of Water International.

It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization.
