The goal of this program is to maximize the transparency and inclusiveness of Iraq's constitutional process, enabling Iraqi citizens to engage directly with the drafters, and ensuring domestic ownership of the constitution. Morrow traveled frequently to Iraq. Through July and August 2005, he worked in Baghdad with Iraqi participants and with other international experts in the constitutional negotiations. He describes and analyzes the process of negotiating and drafting Iraq's constitution, and points to lessons for Iraq and for future constitutional processes. Map. A print on demand report.

Book excerpt: Iraq's National Assembly is scheduled to produce a draft constitution by August 15, 2005, and senior Iraqi leaders have stressed their determination to meet that deadline. U.S. leaders have similarly insisted on the necessity of completing the work on schedule. The U.S. and Iraqi leadership may get their wish in the short term, but even if they do, the constitution is unlikely to be the solution to Iraq's political problems. Based in part on intensive analysis of the Iraqi press, this examination is divided into five sections that will explore how the timetable for the constitution drafting process was established and why Iraqi and American leaders are so anxious to meet its deadlines; what steps have been taken to write the constitution; how drafting the constitution has been hampered by -- and perhaps even aggravated -- ethnic and religious divisions within Iraqi society; how the committee formed to draft the constitution is addressing the major issues (the structures of government, religion, federalism, rights, gender, and security); why the rushed process risks diminishing broad participation in the process; what other steps must be taken in order to complete the constitution; and why the constitution is unlikely to address Iraq's political crisis.

Book excerpt: Education at War: The Fight for Students of Color in America's Public Schools, attempts to shape educational research and practice to more explicitly consider the relationship between education, capitalism and war, and more specifically, its’ impact on students of color. The authors, as a whole, contend that the contemporary specter of war has become a central way that racism and materialism become manifested and practiced within education. In particular, this collection asserts that the contemporary neoliberal characterization of education and school-based reform is situated within the global political economy that has facilitated a growth in the prison and military industrial complex, and simultaneous divestment in education domestically within the U.S. Education at War attempts to make research relevant by bringing the tensions within young people’s lives to the fore. The heavy shadow cast by recent U.S. led wars re-organizes the sites of learning and teaching nationally, as well as differentially, within specific sites and upon particular communities. Nonetheless, the examination of this context is not enough. Rather, we consider how such a contemporary context can facilitate educational spaces for communities and youth to grow their vision for a different, and hopefully a more humanizing future. Thus, the book contributors will collectively explore how resistance can produce the opportunity for rich, diverse and transformative learning for marginalized students and communities. The lives of People of Color are the forefront of Education at War: The Fight for Students of Color in America's Public Schools. Whereas there are many attempts to theorize about the global implications of war, less attention is paid to the ways that war shapes young lives in the U.S., particularly in an educational context. The book addresses the absence of youth-centered discussions regarding education during a political context of neoliberalism and war, and provides important perspectives on which to ground critical discussions among students and families, education scholars and practitioners, and policymakers.

Many of these debates assume an inherent conflict between constitutional Islam and 'secular' values of liberal democracy and human rights. Using case studies from several Muslim-majority states, this book surveys the history and role of Islam in constitutions. Tracing the origins of constitutional Islam, Dawood Ahmed and Muhammad Zubair Abbasi argue that colonial history and political bargaining were pivotal factors in determining whether a country adopted Islam, and not secularism, in its constitution. Contrary to the common contention that the constitutional incorporation of Islam is generally antithetical to human rights, Ahmed and Abbasi show not only that Islam has been popularly demanded and introduced into constitutions during periods of 'democratization' and 'modernization' but also that constitutional Islamization has frequently been accompanied by an expansion in constitutional human rights.
