Some observers have gone so far as to claim that virtually everything that happens in this area of the world can be viewed as part of the Saudi-Iranian power struggle. With increasing importance of the region as the dominant supplier of world energy and the birthplace of Islamic militant groups, the consequences of not understanding Saudi-Iranian rivalry in the region have never been more serious. A range of internal and external explanatory factors explains the ups and downs of Saudi-Iranian relations since the 1990s. This book captures this complexity by drawing on multicausal explanations through multiple levels of interdisciplinary analysis. This is the first book on the subject that is co-authored by one author from Saudi Arabia and one from Iran. This collaboration allowed the authors to make the best use of Persian and Arabic sources, generating a locally meaningful account of the two countries’ relationship. As Iranian and Saudi nationals, they encountered less difficulty in gaining access to research participants, building rapport and conducting interviews with Iranian and Saudi scholars and informants.

This book essentially builds upon it, focusing this time on the final nuclear agreement, the ensuing debates around it, and its global and regional ramifications especially in the Middle East. The first section analyzes the agreement through the prism of international relations theories, using a constructivist-critical theory approach. This is followed by an overview of the intense debates in Iran, the West, and other parts of the world, on the nuclear agreement and its various pros and cons, not to mention the connected, yet separate Iran-IAEA agreement. The second section covers Iran’s foreign policy and its various priorities, looking in particular at the impact of the nuclear deal on the country’s external relations and orientations, contextualized in terms of pre-existing issues and concerns and the profound influence of the nuclear agreement on the perceptions of Iranian power in the region and beyond. Iran’s relations with its Arab, Turkish, Russian, and other neighbors are discussed, focusing on both the direct and indirect impact of the nuclear agreement on these relations, especially the paradoxical implications of the nuclear deal with respect to the non-nuclear crises in the Middle East, such as the Syria-Iraq crisis, and the re-alignments that have put Iran at the crossroads of East and West. Other issues covered include energy security, regional economic cooperation, the endemic sectarianism highlighted by Iran-Saudi competition, and the deadlock on the Middle East peace process. The third section then examines the issue of a Middle East nuclear weapons-free zone and the likely consequences of the Iran nuclear deal on this prospect, which, in turn, raises the issue of regional proliferation and counterproliferation. The last section explores some possible various scenarios and the challenges of implementation as a relatively long-term agreement, providing specific policy recommendations for the regional actors and the external powers that are stakeholders in the volatile Middle East.

Book excerpt: This paper explains how Iran developed its nuclear programme to the point where it threatens to achieve a weapons capability within a short time frame, and analyses Western policy responses aimed at forestalling that capability. Key questions are addressed: will the world have to accept an Iranian uranium-enrichment programme, and does having a weapons capability mean having the Bomb? For nearly two decades, Western strategy on the Iran nuclear issue emphasised denial of supply. Since 2002, there has also been a demand-side dimension to the strategy, aimed at changing Iran's cost-benefit calculations through inducements and pressure. But the failure of these policies to prevent Iran from coming close to achieving a nuclear-weapons capability has promoted suggestions for fallback strategies that would grant legitimacy to uranium enrichment in Iran in exchange for intrusive inspections and constraints on the programme. The paper assesses these 'second-best' options in terms of their feasibility and their impact on the proliferation risks of diversion of nuclear material and knowledge, clandestine development and NPT break-out, and the risk of stimulating a proliferation cascade in the Middle East and beyond. It concludes that the risks are still best minimised by reinforcing the binary choice presented to Iran of cooperation or isolation, and strengthening denial of supply.
