The book contains broad conceptual pieces, historical analyses, and case studies that highlight different facets of the intersection between crime and terrorism. These chapters collectively help us to identify and appreciate a variety of dynamics at the individual, organizational, and contextual levels. These dynamics, in turn, inform a deeper understanding of the security threat posted by terrorists and criminal networks and how to respond more effectively. Webs of Corruption is an innovative study demonstrating that terrorist and criminal activity intersect more narrowly than is widely believed—and that the state plays the pivotal role in shaping those interconnections. Mariya Y. Omelicheva and Lawrence P. Markowitz analyze the linkages between the drug trade and terrorism financing in Central Asia, finding that state security services shape the nexus of trafficking and terrorism. While organized crime and terrorism do intersect in parts of the region, profit-driven criminal organizations and politically motivated violent groups come together based on the nature of state involvement. Governments in high-trafficking regions are drawn into illicit economies and forge relationships with a range of nonstate violent actors, such as insurgents, erstwhile regime opponents, and transnational groups. Since 9/11, criminology has developed in its study of terrorism, utilising alternative non-state centric frameworks to uncover and make visible state-initiated harm. Although progress has been achieved, criminology has continued to privilege the state, thereby failing to uncover forms of state crime and how such crimes facilitate radicalization and terrorism. Ahmed aims to rectify this gap by demonstrating how crimes of the state have contributed to the existence of Islamist-inspired terrorism and the emergence of global Jihadist organisations like Al-Qaeda and ISIS. The ‘War on Terror’ abandons the dominant socially-constructed discourse and application of the ‘war on terror’ and instead favours a grounded approach whereby actors, actions and consequences are analysed according to the risk they represent. Ahmed achieves this grounded approach through situating state practices in international human rights law and international humanitarian law. Through documenting the intersectionality of these practices with radicalization in the emergence of global Jihadist organisations, the book demonstrates how state crimes contribute to terrorism. Although the book sits at the intersections of critical criminology, state crime, international/transnational crime, it is relevant to all disciplines that are concerned with state crime, terrorism and radicalization.

While some assert that narco-trafficking may be a strong predictor of terrorism, others contest this observation. In this research paper the focus lies on the impact of the Afghan opioid trade on terrorist violence in Central Asia, an area of drug transit states. This research paper and the findings lend support to the argument that narco-trafficking facilitates terrorism, although the substantive impact of the drug trade on terrorist activity is comparatively small. However, it suggests that the drug–terror relationship is multifaceted, complex, and in detail related to the state.The research paper also finds that the links between narco-trafficking and terrorist violence are quite varied, with some defined by direct intersections of violent and criminal non-state actors, while others shaped by deep involvement of the state in the drug trade . Violent non-state entities, including extremist organisations and resistance forces, try to collaborate with criminal networks in order to fund acts of aggression and procure materials for devastation and assassination. Such organisations are involved in the legal economy through real estate, corporations, and other institutions. The drug-terror thesis points out to the ideological shift between the two organisations but establishes that they mutually benefit from the sheer profit. This research paper supports the claim that drug trafficking induces terrorism, while the direct impact of drug trafficking on terrorist activity is comparatively limited and under-researched.

As the Soviet Union collapsed, groups began to fill the cracks offering services that the state could not. The Chechens were one group that outrivaled many groups, and they soon became synonymous throughout the Russian Federation with criminal. This work looks into the historical, social, and religious reasons behind the rise of militant Islam in the region. From there, it will discuss the historical difference between organized crime and terror, how the two have coalesced into the crime-terror nexus, and how the Chechens compare to two other groups that have gone through the same evolution: The Sicilian mafia, and the militant Islamic Movement of Uzbekistan, or IMU. Though neither group are exactly the same, there are links that can help the reader understand the domestic and foreign problems that twenty-first century nation-states deal with throughout the world.
