There is no agreement among researchers on the question of whether or not institutions that provide aid to address the problem of global environmental commons can achieve noticeable improvements in the quality of the natural environment. In my dissertation I analyze the conditions that can make such aid effective in achieving its environmental goals. My study demonstrates that financial transfer institutions can be successful in improving environment, but this positive impact is indirect, through the effects of donor-recipient interactions that alter incentives of governments, rather than direct, through inflows of aid. Therefore, the main dependent variable of this study is the effectiveness of environmental aid.

Institutions for Environmental Aid draws on research from economics, international relations, and development assistance, as well as the growing literature on international environmental relations, to evaluate the effectiveness of international institutions designed to facilitate the transfer of resources from richer to poorer countries, in conjunction with efforts to improve the natural environment. Looking at the Global Environmental Facility, aid arrangements associated with the Montreal Protocol on the ozone layer, environmental operations of world financial institutions (with respect to aid to Eastern Europe and efforts to save tropical forests), debt-for-nature swaps, and the Rhine River, Institutions for Environmental Aid asks whether they increase concern, improve the contractual environment, and increase national capacity--functions identified in a companion study, Institutions for the Earth. The authors of this carefully planned collaboration observe that although there is some evidence of effectiveness in these terms, conflicts of interests within and between states, and involving nongovernmental and intergovernmental organizations, are frequently debilitating; successful initiatives result from a combination of favorable constellations of interests and creative, dedicated leadership. Institutions for the Earth takes a close look at the factors influencing organized responses to seven international environmental problems - oil pollution from tankers, acid rain in Europe, stratospheric ozone depletion, pollution of the North Sea and Baltic, mismanagement of fisheries, overpopulation, and misuses of farm chemicals to determine the roles that environmental institutions have played in attempting to solve them. Through rigorous, systematic comparison, it reveals common patterns that can lead to improvements in the collective management of these problems and suggests ways in which international institutions can further the case of environmental protection.The contributors identify three major functions performed by effective international environmental institutions: building national capacity, improving the contractual environment, and elevating governmental concern. The international organizations analyzed within this framework include the United Nations Environment Program, the Intergovernmental Maritime Organization, the Food and Agriculture Organization, numerous fisheries commissions, the Commission for Europe, the Oslo and Paris Commissions, the Helsinki Commission, and the United Nations Fund for Population Assistance.

People acting together locally can have a cumulative impact on environmental quality that is significant, long lasting, and widespread. The comparative case studies of environmental activism in Northern California, Hungary, and Indonesia (the latter written by Judith Mayer) illustrate one of the central premises of this book: that local action is linked increasingly to globe-spanning networks of knowledge and practice, in what Lipschutz calls global civil society. The result is a system of governance that is both local and global, to which states and international organizations are turning increasingly for help and advice.

Focusing on three institutions: the United Nations High Commissioner for Refugees, the International Organization for Migration and the United Nations Development Programme, the book asks: how have these inter-governmental organizations responded to climate change? And are they moving beyond their original mandates, given none were established with a mandate for climate change? It traces their responses to climate change in their rhetoric, policy, structure, operations and overall mandate change. Hall argues that international bureaucrats can play an important role in mandate expansion, often deciding whether and how to expand into a new issue-area and then lobbying states to endorse this expansion. They make changes in rhetoric, policy, structure and operations on the ground, and therefore forge, frame and internalize new issue-linkages. This book helps us to understand how institutions established in the 20th century are adapting to a 21st century world. It will be of great interest to scholars and students of International Relations, Development Studies, Environmental Politics, International Organizations and Global Governance, as well as international officials.
