Book excerpt: The Committee has continued to investigate the Darfur situation since its report in March 2005 (HC 67-I, 5th report of session 2004-05, ISBN 0215023420) and the Government's response (Cm. 6576, ISBN 0101657625). The reported decline in attacks is due, the Committee believes, to de facto ethnic cleansing having succeeded. The consequent increase in the number of people dependent upon humanitarian aid is a concern, especially as the ability of aid agencies to deliver assistance has been seriously affected by banditry and violence. The Committee finds that the Sudan government has not done enough to stop the violence, and should have sanctions imposed on it by the United Nations (UN) until it does so. It also questions the effectiveness of the African Union (AU) force trying to prevent the violence. Its funding is insufficient, and its manpower under strength. The UN Millennium Review Summit declared a responsibility to protect the civilians in Darfur, and the Committee feels that that responsibility should be adopted by all UN members, not just neighbouring African ones. It calls on the UK Government to take action to put resources in place, either through the UN or the AU, to ensure effective protection for people in Darfur.

Book excerpt: The Committee's report examines the effectiveness of the international community's response to the crisis in Darfur, in terms of providing security for civilians through political pressure, and in meeting humanitarian needs, and to ensure that lessons are learned from the situation for the shared responsibility to protect and to promote sustainable peace and development. The Committee's report finds that, although the Government of Sudan bears the primary responsibility for the atrocities carried out against its own citizens, the international community also has a responsibility to protect these people. However, early warnings of the crisis were ignored by the international community and the initial humanitarian response, from donors and the UN was too slow. Two years after the crisis began, the international community is still failing to protect the people of Darfur, and the UN Security Council, driven by national interests, has been divided, weak and ineffective. The matter should be referred to the International Criminal Court, with targeted sanctions and an extended arms embargo placed on the Sudanese Government. The atrocities, which the Committee describes as "no less serious and heinous than genocide" have resulted in more than two million people having fled their homes and needing humanitarian assistance; with the numbers of deaths likely to be several times the official estimates.

Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

Based on their investigation, US Secretary of State Colin Powell formally announced that ‘genocide has occurred in Darfur and may still be occurring.’ The United States officially accused the government of Sudan of perpetrating genocide - the first time that any government has officially and publicly accused another government of genocide. As a result the United States played a key role in pressuring the United Nations Security Council to pass a resolution calling for several measures, including an official UN Commission of Inquiry to conduct a genocide investigation in Sudan itself. This was the first time that any signatory of the Genocide Convention actually triggered provisions of the Convention requiring a UN Security Council response while genocide was occurring. This book is comprised of essays from contributors who were involved in designing the project and hiring and training investigators, interpreters, and support personnel; US government and nongovernmental organization (NGO) officials involved in the genesis of the project as well as the analysis of the data; and numerous scholars, not all of whom were directly involved with the project, who critique aspects of the documentation project as well as its significance.
