The review discusses the changing conceptions of the role of research and the changing perceptions of the role of apartheid, the destabilization process, and the social dynamics of displacement. The following section of the review focuses on research dealing with the livelihood and experience of refugees and displaced persons. Specific mention is made of research concerning the trauma of displacement and violence, survival strategies, and historical perspectives and social change. The review also focuses on literature looking at the impact of forced migration on the hosting areas. Information is provided on works dealing with the impact on Malawi as well as local ecological and social impacts. A section of the review explores the work being undertaken in the field of returning home and rebuilding Mozambique, including the impact of assistance programmes. The review contains an extensive bibliography as well as a listing of the holdings of the Refugee Studies Programme Documentation Centre on Mozambique and on Mozambicans in the neighbouring countries.

The total number of refugees and internally displaced persons, now at over 65 million, continues to grow as violent conflict spikes.This report, Forcibly Displaced: Toward a Development Approach Supporting Refugees, the Internally Displaced, and Their Hosts, produced in close partnership with the United Nations High Commissioner for Refugees (UNHCR), attempts to sort fact from fiction to better understand the scope of the challenge and encourage new thinking from a socioeconomic perspective. The report depicts the reality of forced displacement as a developing world crisis with implications for sustainable growth: 95 percent of the displaced live in developing countries and over half are in displacement for more than four years. To help the displaced, the report suggests ways to rebuild their lives with dignity through development support, focusing on their vulnerabilities such as loss of assets and lack of legal rights and opportunities. It also examines how to help host communities that need to manage the sudden arrival of large numbers of displaced people and that are under pressure to expand services, create jobs, and address long-standing development issues. Critical to this response is collective action. As work on a new Global Compact on Responsibility Sharing for Refugees progresses, the report underscores the importance of humanitarian and development communities working together in complementary ways to support countries throughout the crisis†•from strengthening resilience and preparedness at the onset to creating lasting solutions.

Building on field research in the autumn and winter of 2015 , it analyses the patterns of return and coping strategies of returnees, as well as any assistance that aid agencies can provide. The findings indicate that return is neither a simple, linear nor necessarily durable solution. From the viewpoint of the returnees, the main challenges of return are the lack of physical security, food, water, education and jobs. As resources in South Sudan are very scarce overall because of a collapsing economy and continued fighting, competition over resources between returnees and local communities, as well among returnees, is common. The easy access to small arms, ethnic divisions and mistrust between groups further exacerbate these tensions. Book excerpt: At the start of the 1990s, there was great optimism that the end of the Cold War might also mean the end of the "refugee cycle" - both a breaking of the cycle of violence, persecution and flight, and the completion of the cycle for those able to return to their homes. The 1990s, it was hoped, would become the "decade of repatriation." However, although over nine million refugees were repatriated worldwide between 1991 and 1995, there are reasons to believe that it will not necessarily be a durable solution for refugees. It certainly has become clear that "the end of the refugee cycle" has been much more complex, and ultimately more elusive, than expected. The changing constructions and realities of refugee repatriation provide the backdrop for this book which presents new empirical research on examples of refugee repatriation and reconstruction. Apart from providing up-to-date material, it also fills a more fundamental gap in the literature which has tended to be based on pedagogical reasoning rather than actual field research. Adopting a global perspective, this volume draws together conclusions from highly varied experiences of refugee repatriation and defines repatriation and reconstruction as part of a wider and interrelated refugee cycle of displacement, exile and return. Book excerpt: The objectives of this report are to assess the role that relocation and repatriation can play in the context of the Government of Sudan's overall strategy for rehabilitating Sudan's displaced persons, and to evaluate relocation and rehabilitation programmes currently being implemented or planned. The report begins with a brief description of the dimensions of the problem. The author, a consultant to the United Nations Development Programme Emergency Office in Khartoum, then places Sudan's policies on relocation and repatriation in the context of longer-term experiences and responses to displaced populations. Special attention is given to 79 recommendations produced by the National Conference of the Displaced. A separate section of the report details basic needs and concerns of potential donors towards relocation and/or repatriation programmes. The major part of the report deals with an assessment of responses and programmes. It examines an array of structured and unstructured responses and comments on their viability and contribution to longer-term rehabilitation and reconstruction objectives. The focus is mainly on two principal strategies: the relocation of Khartoum displacees to the periphery of the metropolitan area and within the Khartoum region. Mention is also made of organized resettlement and relocation schemes in Darfur, Kordofan and Upper Nile and spontaneous repatriation and relocation. Several recommendations appear at the end of the report.
