Book excerpt: There is a growing concern among policy makers and the international development community about the rapid concentration of migrants in the capital city of Ulaanbaatar (UB) and its social, economic, and environmental consequences (UNDP, 2003). These concerns call for a good understanding of the nature of migration in Mongolia and its impacts on the life of migrants. Using the 2007-08 Household Economic and Social Survey of Mongolia, this paper aims to: (a) document the characteristics of recent internal migration in Mongolia; and (b) assess the livelihoods of rural-to-urban migrants in comparison to those staying in rural areas as well as to local urban residents. The analysis in this paper suggests that rural out-migration is negatively correlated with the chance of falling into poverty. For those who did not migrate from rural areas, their poverty incidence was much higher, and their consumption level much lower, than that of rural-to-urban migrants. However, not all urban destinations are equal: there is a large discrepancy in livelihoods between those moving to aimag centers versus those moving the UB. The poverty incidence of rural migrant families moving into aimag centers was 33 percent, whereas 24 percent for those migrant families moving into UB.

Book excerpt: With China’s sky-rocketing economic growth since the late 1980’s, the mobility of its labor force has increased tremendously. In the early 21st century the number of internal migrants is approaching 300 million, corresponding to more than 20% of the country’s population. This development has become a cause for political concern, highlighting significant issues in the social relations between settled communities and new migrants. This book examines in depth how institutional arrangements, in particular, the Hukou (Household Registration) system, influence the integration of migrants at their destinations. Under this unique Chinese settlement system, migrants are defined by their Hukou location to which they are allocated by birth or by later official permissions if they fulfill certain requirements. The primary research questions approached concern the economic, social, political and psychological integration of migrants in cities. They are answered on the basis of both quantitative and qualitative original primary data. The findings are impressive. Migrants show strong performances with regard to their integration into labor markets and their income levels. Nevertheless, they display significantly weaker performances in the area of social integration and political integration. Surprisingly no difference in integration at the psychological level could be found.

Shaping Urban Futures in Mongolia provides an ethnography of actions, strategies and techniques that form part of how residents precede and underwrite the owning of real estate property – including apartments and land – in a rapidly changing city. In doing so, it charts the types of visions of the future and perceptions of the urban form that are emerging within Ulaanbaatar following a period of investment, urban growth and subsequent economic fluctuation in Mongolia’s extractive economy since the late 2000s. Following the way that people discuss the ethics of urban change, emerging urban political subjectivities and the seeking of ‘quality’, Plueckhahn explores how conceptualisations of growth, multiplication, and the portioning of wholes influence residents’ interactions with Ulaanbaatar’s urban landscape. Shaping Urban Futures in Mongolia combines a study of changing postsocialist forms of ownership with a study of the lived experience of recent investment-fuelled urban growth within the Asia region. Examining ownership in Mongolia’s capital reveals how residents attempt to understand and make visible the hidden intricacies of this changing landscape.

Ascribing a specific cause to migration, such as through the concept of “climate migration,” participates consequently to a political exercise - a play of shade and light where attention is focused on the responsibilities of certain actors rather than others. This is the case, this article argues, regarding internal migration in Mongolia, whereby, during the last two decades, nomadic or semi-nomadic herders as well as inhabitants from small urban centres come to settle in insalubrious suburbs of the capital, Ulaanbaatar. The Mongolian authorities are keen to highlight changing environmental conditions that can be traced to climate change: a change in precipitation patterns and an increase of average temperatures contribute to cause large loss of livestock during harsh winters (dzud). Yet, a multitude of other factors concurrently influence the migratory behaviour of Mongolia's nomads: unregulated and unsustainable pastoral practices, the insufficient provision of basic and support services in the countryside, or, more generally, the lack of public support to the agricultural sector. Identifying concurring causes of migration suggests alternative response measures, and this article argues that Mongolia should urgently rectify its development policies to provide a room for each of its citizens.
