After 25 years of violence, the sounds of guns and bombs may be about to disappear from the streets of Northern Ireland. The overall impact of this change, in economic and social terms, is not easy to predict, but the effect of a ceasefire on the conflict - in its widest sense - requires careful analysis. To begin with, it is a defining characteristic of all internal conflicts that they are never completely solved. The ceasefire suggests that one facet has been, for the moment, resolved and it is probable that this will be followed by the emergence of new democratic structures and institutional forms. The purpose of this book is to illustrate that the end of violence and the accompanying political accommodations are only the first steps in a long-term process of social reconstruction. Although the quantity of the material published about the conflict is very large, there is no current up-to-date book which provides a background to the range of social, legal, political, religious, economic and cultural issues which influence, or are influenced by, the conflict. The authors are all practising social-science researchers currently - or recently - working within Northern Ireland, and much of the material presented arises from the wide range of research carried out at the Centre for the Study of Conflict, University of Ulster, during the past 17 years.

In contrast to current literature, this book provides a broader assessment of reconciliation and conflict transformation by applying a distinctive ‘multi-level’ approach. The analysis provides a unique intervention in the field, one that significantly complicates received notions of reconciliation and transitional justice, and considers conflict transformation across the constitutional, institutional, and relational levels of society. Drawing on extensive fieldwork in South Africa, Northern Ireland, Australia, and Guatemala, the work presents an interdisciplinary study of the complex political challenges facing societies attempting to transition either from violence and authoritarianism to peace and democracy, or from colonialism to post-colonialism. Informed by theories of agonistic democracy, the book conceives of reconciliation as a process that is deeply political, and that prioritises the capacity to retain and develop democratic political contest in societies that have, in other ways, been able to resolve their conflicts. The cases considered suggest that reconciliation is most likely an open-ended process rather than a goal — a process that requires divided societies to pay ongoing attention to reconciliatory efforts at all levels, long after the eyes of the world have moved on from countries where the work of reconciliation is thought to be finished. This book will be of great interest to students of reconciliation, conflict transformation, peacebuilding, transitional justice and IR in general.

These contested symbols and rituals strengthen and lend meaning to communal boundaries; confer and renew identities; and inflame tensions between groups, polarizing communities and, at times, triggering violence. In Contentious Rituals, Jonathan S. Blake focuses on one such controversial tradition: Protestant parades in the streets of Northern Ireland. Marchers say they are celebrating their culture and commemorating their history, as they have done for two centuries. Catholics see the parades as carnivals of bigotry and strident assertions of power. The result is heightened inter-communal friction and occasional violence. Drawing on over 80 interviews, an original survey, and ethnographic observations, Blake investigates why participants choose to march in parades that are known to be a primary source of sectarian conflict today. His analysis reveals their reasons for acting, the meanings supplied to them, and how they make sense of the contention that surrounds them. Ultimately, he discovers, many paraders are not interested in the politics of their actions at all, but rather in the allure of the action itself: the satisfactions of joining with others to express a collective identity and carry on a cherished tradition. An insightful exploration of the characteristics and dynamics of nationalism in action, Contentious Rituals offers an innovative approach to the contested politics of culture in divided societies and a new explanation for an old source of conflict in Northern Ireland.
