Book excerpt: In 1986, with the help of the Bureau of Justice Assistance, U.S. Department of Justice, three California counties (Los Angeles, Ventura, and Contra Costa) designed an experiment to implement intensive supervision probation (ISP) programs as an alternative form of supervision for high-risk probationers. This report focuses on the outcomes of the three ISP programs. The California ISPs had higher failure rates than ISP programs in other states. The findings indicate that this higher failure rate occurred because the offenders in the California demonstration samples were more serious and at higher risk of recidivism. Moreover, the California ISP participants had arrest rates virtually identical to those for offenders on routine probation or parole. The results suggest that ISP programs, as implemented in this study, are not effective for high-risk offenders--if effectiveness is judged solely by recidivism rates. In addition, greater emphasis on drug treatment is particularly important for ISP.

Book excerpt: OJJDP considers the intensive supervision program (ISP) a promising intermediate sanction for first-time serious or violent juvenile offenders who are inappropriate for or fail to respond successfully to immediate intervention. Many serious and violent offenders at this stage may be appropriate for placement in an intensive supervision program that serves as an alternative to secure incarceration. The Intensive Supervision of Probationers Program Model is a highly structured, continuously monitored, individualized plan that consists of five phases with decreasing levels of restrictiveness: 1. Short-term placement in community confinement. 2. Day treatment. 3. Outreach and tracking. 4. Routine supervision. 5. Discharge and followup. Program models such as these have been found to be effective for many serious, violent, and chronic juvenile offenders, obviating the need for secure incarceration. OJJDP views the intensive supervision program as a positive response to the need to address the overcrowding of juvenile detention centers. The Planning Guide offers practitioners the tools they need to implement confidently an ISP as an alternative to long-term institutional confinement for designated juvenile offenders. OJJDP believes the intensive supervision program offers the juvenile justice system a needed alternative to incarceration for the right juvenile offender.

Book excerpt: In 1986, the Bureau of Justice Assistance (BJA) funded a demonstration project of intensive supervision programs (ISPs), alternatives to control sanctions that involve community sanctions and emphasize stringent conditions and close monitoring of convicted offenders. The primary intent of the demonstration project was to determine the effects of participation in an ISP program on the subsequent behavior of offenders and to test the feasibility of the ISP's stated objectives : (1) to reduce recidivism by providing a seemingly cost-effective alternative to imprisonment, and (2) to provide an intermediate punishment between incarceration and regular probation that allows the punishment to fit the crime. Fourteen sites in nine states participated in the project and each of the selected sites was funded for 18 to 24 months. Individual agencies in each site tailored their ISP programs to their local needs, resources, and contexts, developed their own eligibility criteria, and determined whether probationers met those criteria. While the individual ISP projects differed, each site was required to follow identical procedures regarding random assignment, data collection, and overall program evaluation. Data collection instruments that differed in the amount of drug-related questions asked were used for the six- and twelve-month reviews. The ''non-drug'' data collection instrument, used in Contra Costa, Ventura, and Los Angeles counties, CA, Marion County, OR, and Milwaukee, WI, gathered drug data only on the number of monthly drug and alcohol tests given to offenders. The ''drug'' data collection instrument was distributed in Atlanta, Macon, and Waycross, GA, Seattle, WA, Santa Fe, NM, Des Moines, IA, and Winchester, VA. Variables regarding drug use included the number of drug tests ordered, the number of drug tests taken, and the number of positives for alcohol, cocaine, heroi ...
