Book excerpt: U.S. Customs and Border Protection's (CBP) integrity-related training courses are systematic and integrated--that is, they are offered in succession and required at each stage of an employee's career, as well as standardized and regularized--that is, the same content is provided by the same method on a predetermined, regular schedule. In addition, courses are provided in two formal settings, either online or in a classroom, and course content is overseen by CBP's Office of Training and Development (OTD) to ensure that it is the same for all employees within respective stages of their careers. Last, courses are offered on a predetermined, regular schedule at the basic and supervisory levels, and on an annual basis. Additionally, the Office of Field Operations (OFO) requires its officers to complete mandatory integrity-related courses at the 2-, 5-, and 10-year career points.

Both the annexation of Crimea and the temporary occupation of the Donbas region represent serious violations of the country's territorial integrity and of the wider international legal order. This book contains 13 presentations delivered during the two-day NATO Advanced Research Workshop (ARW) 'Addressing Security Risks at the Ukrainian Border through Best Practices on Good Governance – Sources and Counter Measures', which took place in Kyiv, Ukraine, in February 2016. The workshop consisted of 5 expert panels devoted to various aspects of building the integrity of the Ukrainian border management agencies to enhance the border security of the eastern flank of NATO. The topics of these panels were: the integrity of the security sector in Ukraine; corruption as a security risk in border management; institutional tools to combat corruption in border management; increasing preparedness for cross-border crises; and bilateral and multilateral dimensions of international cooperation to enhance the integrity of border management agencies. The workshop contributed to raising awareness of emerging border security challenges, as well as providing a forum for the close cooperation of and the exchange of knowledge between the most relevant local and international agencies. It also made possible the discussion of issues such as the current refugee crisis and the implications - for security - of corruption in border management in a wider context.

Drug-trafficking and other transnational criminal organizations are seeking to target CBP employees with bribes to facilitate the illicit transport of drugs, aliens, and other contraband across the southwest U.S. border, in particular. CBP IA is responsible for promoting the integrity of CBP's workforce, programs, and operations; and CBP components implement integrity initiatives. GAO was asked to review CBP's efforts to ensure the integrity of its workforce. This report examines (1) data on arrests of and allegations against CBP employees for corruption or misconduct, (2) CBP's implementation of integrity-related controls, and (3) CBP's strategy for its integrity programs. GAO analyzed arrest and allegation data since fiscal year 2005 and 2006, respectively, reviewed integrity-related policies and procedures, and interviewed CBP officials in headquarters and at four locations along the southwest border selected for geographic location, among other factors."
