Despite the recent surge of interest in restoring floodplains among policy and research circles, as well as in the public domain, very few schemes for restoring functional floodplains have been put into practice in Europe to date. The book explores the reasons behind this discrepancy between interest and applications with an original, comparative analysis of the institutional drivers and constraints of floodplain restoration in Europe. It explains why so few projects have been successfully implemented, how recent policy shifts are creating new opportunities for floodplain restoration and what lessons for policy development and project management can be drawn from in-depth analysis of past and present schemes. At a time of rapidly growing interest in restoring floodplains as an important component of efforts to improve flood protection, enhance riparian habitats, strengthen catchment management, raise water quality and pursue integrated rural development, the book critically appraises the relationship between macro-level policy development and enforcement and micro-level project design and implementation. The book begins with two chapters setting out the case for floodplain restoration and assessing the relevant drivers and constraints of EU policy. It is concerned with decisions made daily, monthly, or annually by managers of urban water supply systems. The book includes basic chapters presenting supply and cost concepts, calculation of demand elasticities, use of marketing concepts, public goods analysis, water markets, industrial water demand and the use of price in water conservation. The authors have included multiple examples of how these concepts can aid in managing urban water supply. The water provider is generally a governmental entity or regulated private utility. Most books on public utilities and their management emphasize gas, electricity, or telephone rather than water. Water is different because of m~or variations in quality by source and the necessity for proper disposal of waste water.

While this report can provide a broad approach to addressing dryland salinity, it does not suggest that the dryland salinity problem can be entirely solved or that we have all the knowledge required to develop solutions to the problem. The directions outlined in this document are the result of a fruitful collaboration across jurisdictions, acknowledging that governments and industry must work together in partnership with communities to ensure that the future management of dryland salinity achieves significant positive change.

Book excerpt: This book is in part a response to the attempts of governments to address increasing concerns over such environmental issues as the impact of climate change; carbon emissions; pressures from overpopulation of cities; coal seam gas extraction and depleting natural resources. The authors have developed a Sustainable Communities Framework (SCF) which incorporates social-cultural, environmental and economic sustainability principles in the process of urban planning. The authors propose a five-step SCF built on an application of sustainability tables. The book examines a wide range of urban planning practices utilizing sustainability criteria, outlining both qualitative and quantitative tools. Separate chapters discuss application of the SCF to both the natural environment and the built environment. This framework is applied to a case study of the outer Sydney growth area of Wyong Shire, Central Coast, NSW, Australia. Addressing the question of how best to measure the environment, the authors present a table for selecting indicators of sustainability, and outline sustainability scorecards which use color-coded ratings of green, red and amber to measure indicators of sustainability. The authors show how aggregating these ratings allows the framework to be scaled up for application to larger areas. Finally, the authors show how scorecards can be incorporated in sustainability reports, with actions and monitoring components. The authors also examine urban planning education including land use planning, natural resource planning and sustainable urban planning, focusing on the extent to which schools incorporate principles of sustainability. The authors offer their critique on the movement of planning practices towards a more coordinated and holistic framework, in incorporating sustainability principles. Sustainable Communities: A Framework for Planning concludes by drawing a future scenario on the application of the SCF to incorporate principles of sustainability into urban planning. The authors propose future options for SCF applications, including adopting a systems program; environmental performance monitoring and showing how the framework will accommodate the social-cultural and economic components of sustainability, in addition to the environmental ones as examined in the case study.

It raised issues of the ways in which Environmental Impact Assessment (EIA) can protect uncultivated land from improvement. Speakers and participants at both events included landscape professionals, archaeologists, ecologists, earth scientists, planners, conservationists and workers in education.
