The Handbook is arranged under the areas of responsibility for which the military law office manager is held accountable. The first chapter contains a sample Standing Operating Procedure with appropriate annexes for a staff judge advocate office. This material will prove helpful as a guide by which to establish sound office administration. The second chapter discusses the problems encountered in delivering legal services and highlights through examples from actual experience how the judge advocate office might better serve its clients. In the third chapter the subject of budgeting is explored and a method is suggested by which the manager is able to better develop substantiation for office financial requirements. The fourth chapter, through the use of programmed instruction, discuss how the manpower needs of the judge advocate the office are established. The materials in this Handbook are not all inclusive, nor do they apply in all situations. Programmed instruction in this Handbook was adapted from similar programs prepared by the U.S. Army Quartermaster School, Fort Lee, Virginia. (AW).
