Book excerpt: The FY 1996-2001 Institutional Plan provides an overview of the Lawrence Berkeley National Laboratory mission, strategic plan, core business areas, critical success factors, and the resource requirements to fulfill its mission in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Strategic Plan section identifies long-range conditions that will influence the Laboratory, as well as potential research trends and management implications. The Core Business Areas section identifies those initiatives that are potential new research programs representing major long-term opportunities for the Laboratory, and the resources required for their implementation. It also summarizes current programs and potential changes in research program activity, science and technology partnerships, and university and science education. The Critical Success Factors section reviews human resources; work force diversity; environment, safety, and health programs; management practices; site and facility needs; and communications and trust. The Resource Projections are estimates of required budgetary authority for the Laboratory's ongoing research programs. The Institutional Plan is a management report for integration with the Department of Energy's strategic planning activities, developed through an annual planning process. The plan identifies technical and administrative directions in the context of the national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the plan is coordinated by the Office for Planning and Communications from information contributed by the Laboratory's scientific and support divisions.

Book excerpt: Sandia's Institutional Plan is by necessity a large document. As their missions have grown and diversified over the past decades, the variety of technical and site activities has increased. The programs and activities described here cover an enormous breadth of scientific and technological effort--from the creation of new materials to the development of a Sandia-wide electronic communications system. Today, there are three major themes that greatly influence this work. First, every federally funded institution is being challenged to find ways to become more cost effective, as the US seeks to reduce the deficit and achieve a balanced federal spending plan. Sandia is evaluating its business and operational processes to reduce the overall costs. Second, in response to the Galvin Task Force's report ''Alternative Futures for the Department of Energy National Laboratories'', Sandia and the Department of Energy are working jointly to reduce the burden of administrative and compliance activities in order to devote more of the total effort to their principal research and development missions. Third, they are reevaluating the match between their missions and the programs they will emphasize in the future. They must demonstrate that Sandia's roles--in national security, energy security, environmental integrity, and national scientific and technology agenda support--fit their special capabilities and skills and thus ensure their place in these missions for the longer planning horizon. The following areas are covered here: Sandia's mission; laboratory directives; programmatic activities; technology partnerships and commercialization; Sandia's resources; and protecting resources and the community.

Joseph Masco offers the first anthropological study of the long-term consequences of the Manhattan Project for the people that live in and around Los Alamos, New Mexico, where the first atomic bomb, and the majority of weapons in the current U.S. nuclear arsenal, were designed. Masco examines how diverse groups--weapons scientists at Los Alamos National Laboratory, neighboring Pueblo Indian Nations and Nuevomexicano communities, and antinuclear activists--have engaged the U.S. nuclear weapons project in the post-Cold War period, mobilizing to debate and redefine what constitutes "national security." In a pathbreaking ethnographic analysis, Masco argues that the U.S. focus on potential nuclear apocalypse during the Cold War obscured the broader effects of the nuclear complex on American society. The atomic bomb, he demonstrates, is not just the engine of American technoscientific modernity; it has produced a new cognitive orientation toward everyday life, provoking cross-cultural experiences of what Masco calls a "nuclear uncanny." Revealing how the bomb has reconfigured concepts of time, nature, race, and citizenship, the book provides new theoretical perspectives on the origin and logic of U.S. national security culture. The Nuclear Borderlands ultimately assesses the efforts of the nuclear security state to reinvent itself in a post-Cold War world, and in so doing exposes the nuclear logic supporting the twenty-first-century U.S. war on terrorism.

Book excerpt: In legislation appropriating funds for DOE's fiscal year (FY) 2000 energy R&D budget, the House Interior Appropriations Subcommittee directed an evaluation of the benefits that have accrued to the nation from the R&D conducted since 1978 in DOE's energy efficiency and fossil energy programs. In response to the congressional charge, the National Research Council formed the Committee on Benefits of DOE R&D on Energy Efficiency and Fossil Energy. From its inception, DOE's energy R&D program has been the subject of many outside evaluations. The present evaluation asks whether the benefits of the program have justified the considerable expenditure of public funds since DOE's formation in 1977, and, unlike earlier evaluations, it takes a comprehensive look at the actual outcomes of DOE's research over two decades.
