These transition economies can serve as laboratories for understanding the innovation process. This volume features original theoretical and empirical research. It offers the first comprehensive view of innovation system development in the context of small catching-up economies. Smallness, path dependency, and latecomer status of such economies create some inherent limitations for their innovation systems, but these special characteristics can offer advantages as well. For example, smallness is often related with increased flexibility and shorter reaction times, while latecomers can benefit from earlier experiences of their more advanced neighbors. Path-dependency highlights the fact that the innovation system development processes are considerably influenced by the past experience of a particular country or region. By incorporating these features into an integrated analysis, the authors address such questions as: · What special features characterize the innovation system development in small catching-up economies? · What are the causes for innovation success or failure? · How do organizational capabilities and internationalization tendencies relate to company level innovations? · What is the role of human capital and social factors in the innovation process? · How can various policies support innovation in an integrated manner? Drawing from research about Europe, Asia, and Latin America, the authors provide readers with a systemic view of the innovation system development in small catching-up economies. They discuss the unique features of this development and contribute to an in-depth understanding of various determinants and their impacts on the innovation process. Critiques have focused on the extreme unreality of the assumptions that underpin the Arrow-Debreu theorems of welfare economics. They have queried the excessive formalism of the edifice, and the lack of practical significance of many of the results.They have castigated the neoclassical synthesis for its internal incoherence (lacking an independent theory of capital, for example, one of the favorite topics of the Cambridge school), its lack of a dynamic element, its non-evolutionary character, its lack of any conception of "market process" and so the list could be continued (Blaug, 1997). Through all this, the neoclassi cal synthesis remains as strong as ever, impervious it seems to these or any other attacks. In this paper a different tack is taken. The neoclassical edifice is left alone, standing as a representation of what goes on in a certain kind ofeconomy- namely the economy wheregoods and services are producedand exchanged. The paper then introduces another kind of economy, namely an economy of productive entities called "resources"- that are needed to produce the economyofgoods and services.

The fallout from the financial crisis exposed the systemic failings of the dominant neo-liberal model to deliver balanced growth and there is now increasing recognition this 'rebalancing' might best be achieved through the state pursuing an active 'industrial policy'. Thus, after a long hiatus, industrial policy is back in vogue at regional, national, and EU levels driven by concerns over competitiveness, globalisation, de-industrialisation, unemployment, and the comparatively slow growth of the British and EU economies especially in this post-recession phase. At the same time, industrial policy has been seen as a catalyst for designing economic recovery strategies at regional, national, and EU levels as well as being a concerted strategy to develop new 'clean-tech' industries to tackle environmental challenges. This book brings together leading European based experts, each with a long standing interest in industrial policy.
