Book excerpt: La infraestructura vial es un eje fundamental del desarrollo económico de ciudades, regiones y países. La inversión en este tipo de infraestructura en Colombia se da en su mayoría bajo el esquema de alianza público-privada alcanzando una cifra cercana a 58 billones de pesos en el marco de los programas de tercera y cuarta generación de concesiones (vías 3G y 4G), entre las cuales se encuentran las llamadas "vías para la prosperidad", mientras que otros tipos de infraestructura cuentan apenas con alrededor de 8 billones. Dado el alto porcentaje de inversión pública dedicado a este tipo de infraestructura, este trabajo se pregunta ¿para quién es la prosperidad que traen estas vías? A partir de un análisis de los documentos de política pública que las estructuran, entrevistas y datos de prensa, este trabajo examina: 1) el impacto de la infraestructura vial en la competitividad y el crecimiento económico de los territorios; 2) la utilidad de estas vías para la ruralidad, regiones con brechas de desarrollo y poblaciones vulnerables y; 3) la distribución de riesgos y beneficios resultante de los esquemas de asociatividad público-privada. Los resultados dejan ver que las vías 3G y 4G, corresponden a corredores viales de primer nivel que conectan centros de consumo y producción con zonas portuarias, bajo un paradigma de desarrollo enfocado a las exportaciones, lo que las convierte en una poderosa herramienta para el crecimiento de la economía y la competitividad nacional, pero sus beneficios se concentran en las grandes ciudades, zonas portuarias o territorios con economías minero-energéticas, mientras que las ciudades pequeñas y territorios rurales quedan rezagados. Para que el impacto de estas vías sea mayor en el desarrollo local y regional de Colombia, el trabajo concluye con una sección que recomienda articular las vías 3G y 4G con un programa serio de vías terciarias y secundarias que se beneficie también de las alianzas público-privadas.

Impulsado por el crecimiento cultural, poblacional y económico y por la necesidad de cumplir con una proyección sostenible, que garantice una reducción en desigualdad social y económica e impulse el cuidado del medio ambiente y mejore la calidad de vida de los habitantes, se pretende establecer un enfoque priorizando a los entes más vulnerables dentro del sistema de infraestructura vial, estableciendo una gestión a partir del diseño y la planificación desde una visión inclusiva. Este proyecto de grado pretende el estudio de prácticas, guías y experiencias internacionales que representen éxito y las bases para el desarrollo de infraestructura vial urbana incluyente y sostenible, con el fin de definir unas metas de análisis y calificación de proyectos que puedan ser evaluados desde el diseño. Esta investigación establece una comparación cualitativa, a partir de un proyecto vial urbano realizado en la ciudad de Barranquilla, con el fin de poder establecer si se encuentra enmarcado dentro de las metas establecidas y así poder definir vacíos que puedan y/o deban ser atendidos a partir de las experiencias internacionales. Por último, se definen lineamientos básicos a partir de las metas establecidas, concluyendo el análisis del caso de estudio y planteando una serie de recomendaciones que ayuden a enfocar una visión incluyente y sostenible a la hora de diseñar y planificar proyectos de infraestructura vial urbana, con el ánimo de garantizar resultados que favorezcan al cuidado del medio ambiente, que garanticen la accesibilidad y asequibilidad de todos los usuarios y el futuro crecimiento económico, social y cultural de todos.

Acts of organized violence are not necessarily of human nature, but they are endogenous events arising within the an intrinsic part evolution of complex systems of social interaction. To be sure, all wars have features in common - people are killed and property is destroyed - but in their origin wars are likely to be at least as different as the social structures from which they arise. Consequently, it is unlikely that there can be a simple theory of the causes of war or the maintenance of peace. The fact that wars are historical events need not discourage us. On the contrary, we should focus our understanding of the dimensions of each conflict, or classes of conflict, on the conjuncture of causes at hand. It follows that the study of conflict must be an interdisciplinary one. It is or a penchant for eclecticism that leads to that conclusion, but the not humility multi-dimensionality of war itself.
