The Cold War and the global military confrontation that accompanied it have ended. A new military and political order has emerged in the world, but the world has not become more stable; indeed, wars and armed conflict have become much more common. Forecasting the contours of future armed conflict is no easy task at such times, but this is the primary objective of If War Comes Tomorrow? Focusing on the impact of new technologies, General Gareev considers whether war is still a continuation of politics by other means' or whether the political, ideological, and technical transformation have broken that connection. He explores the linkage between threats to Russian national interests and war as an instrument of policy in great detail and concludes that there is very little prospect either of nuclear war or widespread conventional war. However, he does see local armed conflicts and local wars increasing, with greater emphasis on subversion. He argues that coming decades will see a shift towards a reliance upon indirect means to accomplish limited political ends, and analyses both information warfare and the revolution in military affairs from this perspective.

Although these concerns have been vigorously discussed in national arenas, social scientists have remained remarkably silent about the subject. This volume’s focus on conversion offers a novel approach to the dislocations of the postsocialist experience. In eight well researched ethnographic accounts the authors analyze a range of missionary encounters as well as aspects of conversion and "anti-conversion" in different parts of the region, thus challenging the problematic idea that religious life after socialism involved a simple "revival" of repressed religious traditions. Instead, they unravel the unexpected twists and turns of religious dynamics, and the processes that have challenged popular ideas about religion and culture. The contributions show how conversion is rooted in the disruptive qualities of the new "capitalist experience" and document its unsettling effects on the individual and social level.

Less visibly, the post-apartheid period has witnessed widespread illicit acts involving infrastructure, including the nonpayment of service charges, the bypassing of metering devices, and illegal connections to services. Democracy’s Infrastructure shows how such administrative links to the state became a central political terrain during the antiapartheid struggle and how this terrain persists in the post-apartheid present. Focusing on conflicts surrounding prepaid water meters, Antina von Schnitzler examines the techno-political forms through which democracy takes shape. Von Schnitzler explores a controversial project to install prepaid water meters in Soweto—one of many efforts to curb the nonpayment of service charges that began during the antiapartheid struggle—and she traces how infrastructure, payment, and technical procedures become sites where citizenship is mediated and contested. She follows engineers, utility officials, and local bureaucrats as they consider ways to prompt Sowetans to pay for water, and she shows how local residents and activists wrestle with the constraints imposed by meters. This investigation of democracy from the perspective of infrastructure reframes the conventional story of South Africa’s transition, foregrounding the less visible remainders of apartheid and challenging readers to think in more material terms about citizenship and activism in the postcolonial world. Democracy’s Infrastructure examines how seemingly mundane technological domains become charged territory for struggles over South Africa’s political transformation.

Arguing that village life is in fact an effect of the modern and the global, Charles Piot suggests that Kabre culture is shaped as much by colonial and postcolonial history as by anything "indigenous" or local. Through analyses of everyday and ceremonial social practices, Piot illustrates the intertwining of modernity with tradition and of the local with the national and global. In a striking example of the appropriation of tradition by the state, Togo's Kabre president regularly flies to the region in his helicopter to witness male initiation ceremonies. Confounding both anthropological theorizations and the State Department's stereotyped images of African village life, Remotely Global aims to rethink Euroamerican theories that fail to come to terms with the fluidity of everyday relations in a society where persons and things are forever in motion.
