These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully “walk the talk,” and provides advice as to how they can do so. The collection of case studies sets the platform for an interactive dialogue space for researchers, policy makers, civil society and small-scale fishing communities to start the conversation about the monitoring and evaluation of the implementation of the SSF Guidelines at local, national, regional and global levels. Book excerpt: The Expert Consultation on the Development of the Sustainable Aquaculture Guidelines was held in Rome, Italy from 17 to 20 June 2019 to come out with a proposal for developing the Sustainable Aquaculture Guidelines to be presented in August 2019 at the tenth session of the Sub-Committee on Aquaculture of the Committee on Fisheries (COFI). The specific objectives of this Expert Consultation were to propose criteria for selecting case studies aimed at providing lessons learned for the development of the Sustainable Aquaculture Guidelines, and methodologies for documenting the case studies, for analysing the case studies to identify the lessons learned, and for developing the Sustainable Aquaculture Guidelines by also making use of existing guidelines. The consultation was attended by 15 experts, one resource person and FAO staff. The consultation was organized into both plenary and group discussions. The Experts agreed on a proposed methodology for identifying and selecting the lessons learned from strategies and experiences of aquaculture development worldwide; a methodology for documenting and analysing the lessons learned; a list of thematic modules; a gap analysis between existing guidelines and needs for new ones, and; an updated roadmap for the development of the Sustainable Aquaculture Guidelines.

This publication, Small-scale fisheries governance – A handbook in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, was based on a number of training courses on governance in small-scale fisheries. Book excerpt: Under the Magnuson-Stevens Fisheries Conservation and Management Act (FCMA), managers are required to use the "best scientific information available" in the preparation of federal fishery management plans (National Standard 2 in the FCMA). However, the Act provides no further guidance as to how conformance to this standard should be determined. Because adherence to this standard has often been contentious, Congress has considered adding a definition for what constitutes "best scientific information available" in the reauthorization of the FCMA. This report examines both the current application and the controversy over the standard and concludes that a legislative definition would be too inflexible to accommodate regional differences and future advances in science and technology. Instead, the report recommends that NOAA Fisheries adopt procedural guidelines to ensure that the scientific information used in the development of fishery management plans is relevant and timely and is the product of processes characterized by inclusiveness, transparency and openness, timeliness, and peer review.
