With the emergence of a new international system, the foreign policies of both countries vacillated to explore new avenues of partnerships with other international players, an opportunity that otherwise proved effective to a large extent. National priorities and the geo-political architecture remodelled by the US, thus, compelled New Delhi and Moscow to pursue a foreign policy that moved away from serving the interests of each other. While defining the trends in the bilateral relations between the two countries, the strategic community has questioned whether the relationship can remain as special and strategic as it had been in the past. Are both countries still as relevant to one another as they once were? As the constant debate revolves around these questions, the two entities have, however, indicated a certain level of distinguishing characteristics in order to address the complexities and challenges in the partnership and have acknowledged that their relationship is not only special but also indispensable. What has also continued to remain undamaged and an integral part of the bilateral relations is mutual trust, understanding and concern, thus, resulting in maturity and pragmatism, irrespective of the uncertainties that the two countries face. It is in this context, that the new stage in the bilateral relations between the two countries requires a thorough assessment. It stands to reason that with the developments that are taking place in the current international milieu, there is a need for India and Russia to reemphasise their strong strategic partnership, goodwill and diplomatic trust that have stood the test of time. This book undertakes a serious assessment of the strategic partnership in the contemporary international set up. The seven chapters of the book attempt to address the myriad challenges through detailed analyses and evaluation of the partnership between India and Russia in various spheres, including the political, defence, economic, nuclear, energy, science and technology, security, and strategic engagement. They possess the world's largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.

Book excerpt: Since the 1980s, the Kudankulam Nuclear Power Plant in the south Indian state of Tamil Nadu has faced multiple forms of resistance. Women and men from different walks of life—fishers, farmers, environmentalists, activists, writers, scholars, teachers, journalists, doctors, and lawyers among many others—have come together to combat the deadly radioactive repercussions and repression that come with the development of a high-security nuclear installation. Drawing upon their experiences, this historical and ethnographic study accounts for the anti-nuclear campaign’s part in ‘right-to-lives’ movements while engaging with the (re)production of knowledge and ignorance in the understanding of radiation, and efforts to create an evidence base in response to the otherwise unavailable or insufficient data on the environment and public health in India. Tracing the grassroots struggle for ‘energy justice’ off- and on-line, the author looks into the larger questions of development, democracy, and nationalism. These have marked not just parts of India identified for large-scale constructions, but also other regions of the world where state functionaries have much to gain from corporate collaborations at the cost of local residents who lose their livelihoods, and are forcibly displaced, persecuted, or even killed in order to execute governmental designs in the name of the nation.

Book excerpt: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry’s export customers in China, India and Iran during those early years became the OPK’s saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy. The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK’s most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia’s solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia’s growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.
