Book excerpt: Excerpt from Bulletin of the Public Affairs Information Service: A Cooperative Clearing House of Public Affairs Information, Third Annual Cumulation The Public Affairs Information Service completes, with this volume, its third year under the management of The H. W. Wilson Company. A comparison of this issue with the previous Annuals shows a great increase in the amount of material indexed. Statistics compiled from the order department of the Service show that 69 per cent more publications have been listed during the third year of the Service than during the second. Plans for the ensuing year should make it possible to continue the same relative growth. The special mission of the Service is to list the more elusive material in print. A partial impression only of what the Service attempts to index is, perhaps, obtained by a cursory glance at the Key to periodical references and List of books indexed. Altho these are valuable features of the Service, the fugitive material, including special reports, investigations, brochures, etc., represent more accurately how the Service is most valuable to its cooperators and where the staff expends the greatest effort. Only the most pertinent articles are selected from periodicals indexed in other Wilson publications, and these are included in the Cumulated numbers only. The weekly issues are reserved for material not indexed elsewhere. All entries do not represent printed material. Notes, announcements, and digests show the trend of public thought and action, but do not refer directly to printed matter. The trend of public opinion in the various states during the past year is shown chronologically: First, by a subject digest of the vote at the 1916 election in various states on constitutional amendments and other measures referred to the people. Second, by a digest of the inaugural messages of the governors to the legislatures of all of the states that had sessions. Third, by a digest of the laws enacted by the 1917 legislatures on social and economic topics, from the following states: Arizona, California, Connecticut, Delaware, Georgia, Illinois, Indiana, Kansas, Maryland, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New York, North Carolina, North Dakota, Oregon, Pennsylvania, Rhode Island, South Dakota, Texas, Vermont, West Virginia, Wisconsin and Wyoming. All of these digests are incorporated in the Annual volume, showing the progress of various reform measures from their conception to their enforcement. A list of all typewritten material listed during the fiscal year may be found in the last pages of the volume. Typewritten copies may still be obtained of these, as well as practically all of the typewritten material listed in the previous-5 Annuals. A reprint of the Descriptive Bulletin of the Service is included in the volume. It may clarify some points occasionally and assist cooperators and subscribers to make fullest use of the Service.
