Book excerpt: An increasing number of agencies have begun to define sustainability for transportation systems and are taking steps to incorporate the concept into the regional transportation planning process. Planning for sustainable transportation systems should at the very least incorporate their broader impacts on system effectiveness, environmental integrity, economic development, and the social quality of life. This study reviews definitions, performance measures, and evaluation methodologies for transportation system sustainability and demonstrates a framework for incorporating sustainability considerations in transportation planning and decision making. Through a case study using data from the Atlanta Metropolitan Region, the study evaluates competing transportation and land use plans based on a broad range of sustainability parameters using relevant spatial and environmental analyses. A multiple criteria decision making (MCDM) method enables the aggregation of individual performance measures into four basic indexes and further into a composite sustainability index based on regional goals and priorities. The value of the indexes lies in their ability to capture the multidimensional nature of sustainability as well as important tradeoffs among the potentially conflicting decision criteria. A decision support tool is proposed to visualize dominance and tradeoffs when evaluating alternatives and to effectively reflect changing regional priorities over time. The proposed framework should help decision makers with incorporating sustainability considerations into transportation planning as well as identifying superior plans for predetermined objectives.

Book excerpt: This research demonstrates that sustainable development is a multidimensional concept that should be approached in a transdisciplinary manner. Its objective has been to synthesize and integrate disparate and currently unconnected lines of thought that have not yet been applied in a systematic way to promote sustainable development and sustainable transportation. The primary contribution of this research is the theoretical development of a decision-support framework that identifies the tools and approaches that decision-makers could/should use to create policies and programs that transition society towards sustainability. These tools and approaches are either articulated or developed by the author throughout the dissertation. Specific ideas explored include a Rawlsian/utilitarian decision-making philosophy; a hybrid trade-off/positional analysis framework that is presented as an alternative to benefit-cost analysis; ecological vs. environmental economics; participatory backcasting; and ways to stimulate disrupting and/or radical technological innovation. To identify gaps that exist between theory and practice, the approach embodied in the proposed sustainable transportation decision-support framework is compared with current metropolitan transportation planning and decision-making processes in the U.S. The framework is then used to consider how the U.S. federal government might move the nation's transportation system towards sustainability.

Book excerpt: "For most of the 20th century transportation planning goals were almost entirely mobility-based; transportation systems were primarily seen as a means to efficiently, safely, and quickly connect people and freight to desired destinations. However, as the century progressed, cultural, societal and ecological movements had major impacts on how planners perceive transportation networks and public transit more specifically. Several overlapping concerns have altered the role that planners and policy-makers see for transportation and land use planning. Environmental degradation, air pollution, traffic congestion, an unsure energy future, and global climate change, for example, have drastically redefined priorities for planners and policy-makers. These concerns have led to an increasing interest in public transit and active transportation -- walking and cycling -- as potential solutions to many environmental problems. Concurrent to these shifts, concerns of social equity and environmental justice have also entered the transportation planning framework. However, while transportation planning goals have shifted in recent decades to encompass social justice and environmental goals, many of these aims do not have clear indicators or accepted ways of measuring progress. In addition, while these diverse values and ideals do often underlie policy, they can have contradictory influence on transportation planning decisions. Transportation benefits include, what might be termed "tangible" or easily measured outcomes, however, many goals that address issues of social equity have "intangible" outcomes. Not only are the former easier to measure and to present to the public, but they often have more political capital than more socially progressive goals. While a rich body of research has explored these issues, most current planning documents do not make explicit that these conflicts of value exist. The concern from an equity planning standpoint is that very real and important environmental concerns will lead away from the other important roles that transportation systems can play in providing equitable outcomes. In light of these concerns, this dissertation sets out to address four research questions: How do municipalities and transit agencies balance economic, social, and environmental goals and objectives in transportation plans? How do these decisions affect outcomes, particularly with regards to social equity? How can current methods of measuring and understanding active transportation and neighbourhood walkability be improved to better capture these wide ranging objectives? How can these findings be used to improve decision-making in the future? This dissertation highlights the importance of adopting a multi-dimensional and mixed methods approach to examining complex urban issues and processes, and contributes to knowledge in three ways: Identifies a set of indicators that capture elements of social equity in transportation planning and decision-making; Develops methodologies to measure outcomes of transportation infrastructure using accessibility measures that focus on the desired destinations of residents; and Deepens the understanding of how people and households of different socio-economic status "respond" to measures of local and regional accessibility. While most -- if not all -- studies do "control for" socio-economic factors, my work makes these factors the primary focus.In doing so, this research brings awareness of important transportation-related social equity goals and increases the role that these goals may play in decision-making processes." --

Book excerpt: Transportation planning and urban development in the United States have synchronously emerged over the past few decades to encompass goals associated with sustainability, improved connectivity, complete streets and mitigation of environmental impacts. These goals have evolved in tandem with some of the relatively more traditional objectives of supply-side improvements such as infrastructure and capacity expansion. Apart from the numerous federal regulations in the US transportation sector that reassert sustainability motivations, metropolitan planning organizations and civic societies face similar concerns in their decision-making and policy implementation. However, overall transportation planning to incorporate these wide-ranging objectives requires characterization of large-scale transportation systems and traffic flow through them, which is dynamic in nature, computationally intense and a non-trivial problem. Thus, these contemporary questions lie at the interface of transportation planning, urban development and sustainability planning. They have the potential of being effectively addressed through state-of-the-art transportation modeling tools, which is the main motivation and philosophy of this thesis. From the research standpoint, some of these issues have been addressed in the past typically from the urban design, built-environment, public health and vehicle technology and mostly qualitative perspectives, but not as much from the traffic engineering and transportation systems perspective---a gap in literature which the thesis aims to fill. Specifically, it makes use of simulation-based dynamic traffic assignment (DTA) to develop modeling paradigms and integrated frameworks to seamlessly incorporate these in the transportation planning process. In addition to just incorporating them in the planning process, DTA-based paradigms are able to accommodate numerous spatial and temporal dynamics associated with system traffic, which more traditional static models are not able to. Besides, these features are critical in the context of the planning questions of this study. Specifically, systemic impacts of suburban and urban street pattern developments typically found in US cities in past decades of the 20th century have been investigated. While street connectivity and design evolution is mostly regulated through local codes and subdivision ordinances, its impacts on traffic and system congestion requires modeling and quantitative evidence which are explored in this thesis. On the environmental impact mitigation side, regional emission inventories from the traffic sector have also been quantified. Novel modeling approaches for the street connectivity-accessibility problem are proposed. An integrated framework using the Environmental Protection Agency's regulatory MOVES model has been developed, combining it with mesoscopic-level DTA simulation. Model demonstrations and applications on real and large-sized study areas reveal that different levels of connectivity and accessibility have substantial impacts on system-wide traffic---as connectivity levels reduce, traffic and congestion metrics show a gradually increasing trend. As regards emissions, incorporation of dynamic features leads to more realistic emissions inventory generation compared to default databases and modules, owing to consideration of the added dynamic features of system traffic and region-specific conditions. Inter-dependencies among these sustainability planning questions through the common linkage of traffic dynamics are also highlighted. In summary, the modeling frameworks, analyses and findings in the thesis contribute to some ongoing debates in planning studies and practice regarding ideal urban designs, provisions of sustainability and complete streets. Furthermore, the integrated emissions modeling framework, in addition to sustainability-related contributions, provides important tools to aid MPOs and state agencies in preparation of state implementation plans for demonstrating conformity to national ambient air-quality standards in their regions and counties. This is a critical condition for them to receive federal transportation funding.

Book excerpt: In recent decades, many Metropolitan Planning Organizations (MPOs) - federally mandated transportation planning agencies in urban areas with populations of 50,000 or more - have become active sustainability planners, integrating their regional transportation plans with land use strategies, and addressing wider impacts upon the regional economy, social equity, and natural environment. MPOs have taken up this stance to address mandated responsibilities that have widened over time, such as for addressing air quality problems and incorporating public and stakeholder input, and as a re-interpretation of their main traditional responsibility, namely to manage transport mobility within regions. Facing a tightening vise of environmental and fiscal constraints, these MPOs have focused on improving accessibility, rather than mobility, through coordinated transport-land use strategies to improve "location efficiency," for example, through promoting infill, mixed-use development located near transit stations. Because this approach requires closer coordination of land use and transportation planning than traditionally pursued, these MPOs have become more activist agencies in working with local governments and their land use policymaking authority. Their work provides a basis for slow but steady advancement of a new sustainability paradigm for transport policy. MPOs, however, face a severe disjuncture between the forces compelling them to advance sustainability goals, on the one hand, and institutional barriers that severely inhibit their ability to accomplish them, on the other. Long-standing governing arrangements in the US federal system sever authority over the elements of growth management that many MPOs now seek to integrate more fully. Constituted mainly as voluntary associations of local governments, MPOs lack independent authority; they control few resources autonomously, and provide instead a coordinating role for long-range transportation investment planning. In spite of the obstacles, some MPOs are experimenting with institutional innovations to integrate transportation and land use planning more effectively, providing a major contribution to sustainability policymaking, which depends on developing new and effective modes of governance for public goods management across all sectors of the economy, including for transportation and land use. Thus, MPOs are at the center of both opportunities and obstacles for advancing sustainable planning practices in the US. This dissertation evaluates how conflicting dynamics of path dependent institutional arrangements for growth management affect sustainability planning by MPOs. It provides a historical institutionalist account of the evolving role and planning strategies of MPOs since their inception in the 1970s, considering why and how some MPOs have begun to address sustainability concerns, and the opportunities and obstacles they face. It theorizes MPO planning practices in connection to concepts from the sustainability planning literature(s), in order to identify characteristics that distinguish MPO sustainability planning from more traditional practice. Using operational measures developed for the purpose, the incidence of sustainability planning by large MPOs across the US is assessed, and factors capable of predicting which MPOs take up sustainability planning techniques are evaluated. Then, findings from an in-depth case study of MPO planning in California are presented - a state where the largest MPOs have been sustainability leaders for more than a decade, and where the state government has recently adopted policy measures to support their efforts. Ultimately, prospects for MPO sustainability planning in California, and by extension elsewhere, are seen to depend substantially upon policy support from the state level, because state governments control land use authority under the US Constitution, and they shape the laws and programs - from fiscal policies such as redevelopment and taxing authority, to planning requirements, affordable housing programs, transit operating funds, and more - that frame local land use decisions more than any other level of government. However, as the California case study shows, striking the right balance between state-level and regional authority for managing "smart growth" programs can be problematic. The work contributes to urban planning and sustainability literatures, because little in-depth attention has been paid by scholars to MPOs as sustainability planners. This lack of attention is unfortunate because the regional scale is critical in sustainability planning, given the many inter-connections among policies for the built environment that play out at that scale. At the same time, because this dissertation focuses especially on MPO institutional and decision-making dynamics, the research makes a contribution to literatures on federalism, multi-level governance, and policy formation and change. In particular, the research addresses questions raised by scholars in those fields about how collaborative governance in multi-level frameworks can help support sustainability.
