An aggressive lover of Imperial unity, while, at the same time, a devoted believer in Canadian greatness; an eloquent exponent of the senti ment and higher ideals of British connection at times when practical considerations of material prosperity seemed to, momentarily, point in another direction; a vigorous and consistent advocate of everything in steam ship and cable communication, in tariff preference and trade discrimination, in education through the schools and upon the platform, in defence of common interests upon sea and land, which would help in unifying the Em pire - it was eminently appropriate that the future Pro vincial Premier and Dominion Senator should have de veloped this useful and vital element in the solution of a great problem. Others may have urged the idea in part, or discussed it publicly in some vague form, while Mr. Ross was quietly working it out in the Ontario schools as a result of his 1893 instructions. Mrs. Fessenden, of Hamilton, did do excellent work in this direction during 1897-8, while Lord Meath followed up the definite 0n tario creation of Empire Day in 1899 with his well-known advocacy in England. But to Canada belong-s the honour and to Senator Ross the obvious credit, of initiative and of detailed, specific official action. The first outlines of what is now known as Empire Day are to be found in a volume of patriotic recitations published by the Hon. Geo. W. Ross in 1893, and dedi cated to the teachers of Canada. The object of this volume was to direct the attention of teachers to the importance of cultivating a spirit of [patriotism in their pupils by exercises of a. Patriotic character, and by the recitation of selections in poetry and prose calculated to stir up feelings of loyalty and devotion to their country and Empire. As there were two statutory holidays - the Queen's Birthday and Dominion Day - specially set apart in re cognition of our duty to honour the reigning Sovereign and the founding of our new Dominion, Mr. Ross, then Minister of Education in Ontario, evident ly thought that these days might be used to direct the special attention of the school population to the reasons why they should love their country and cultivate those qualities which make for good citizenship. And, as the volume was intended to show how these holidays could be most effectually used for patriotic purposes, Mr. Ross, on page 3, opened up the subject with A Talk With Teachers regarding the Queen's Birthday, as follows. Book excerpt: Charlemagne never traveled farther east than Italy, but by the mid-tenth century a story had begun to circulate about the friendly alliances that the emperor had forged while visiting Jerusalem and Constantinople. This story gained wide currency throughout the Middle Ages, appearing frequently in chronicles, histories, imperial decrees, and hagiographies-even in stained-glass windows and vernacular verse and prose. In Emperor of the World, Anne A. Latowsky traces the curious history of this myth, revealing how the memory of the Frankish Emperor was manipulated to shape the institutions of kingship and empire in the High Middle Ages. The legend incorporates apocalyptic themes such as the succession of world monarchies at the End of Days and the prophecy of the Last Roman Emperor. Charlemagne's apocryphal journey to the East increasingly resembled the eschatological final journey of the Last Emperor, who was expected to end his reign in Jerusalem after reuniting the Roman Empire prior to the Last Judgment. Instead of relinquishing his imperial dignity and handing the rule of a united Christendom over to God as predicted, this Charlemagne returns to the West to commence his reign. Latowsky finds that the writers who incorporated this legend did so to support, or in certain cases to criticize, the imperial pretentions of the regimes under which they wrote. New versions of the myth would resurface at times of transition and during periods marked by strong assertions of Roman-style imperial authority and conflict with the papacy, most notably during the reigns of Henry IV and Frederick Barbarossa. Latowsky removes Charlemagne's encounters with the East from their long-presumed Crusading context and shows how a story that began as a rhetorical commonplace of imperial praise evolved over the centuries as an expression of Christian Roman universalism.
