Book excerpt: In the wake of the global food crisis of 2007–08 and additional price spikes since then, greater attention has been given to the welfare impact of food price increases in developing countries. The standard approach in this type of analysis, proposed by Deaton (1989), is based on income and expenditure data from household surveys. Given the widespread use of this method, it is important to revisit the assumptions behind it and examine the sensitivity of results to those assumptions. In this paper, we explore the distributional impact of higher maize, rice, and food prices in Ghana and analyze the robustness of those results to changes in several key assumptions. The results suggest that higher maize and rice prices have a relatively modest short-term impact on national poverty but significant effects on specific groups of households. As expected, urban households lose from higher grain prices, but a surprisingly large share of rural households also lose because they are net buyers. The results also suggest that the current policy of protecting domestic rice producers with an import tax does not contribute to national poverty reduction, in spite of the fact that rice growers tend to be poor. If we relax the assumption that households do not respond to the higher prices, the effects are more positive or less negative, but only modestly so. On the other hand, if we relax the assumption that producer and consumer prices rise by the same proportion, and instead assume a constant marketing margin, the results change substantially. Because producer prices now rise by a larger proportion than consumer prices, the impact of higher prices is much more positive. These findings highlight the need for more research on the effect of price spikes on marketing margins.

Book excerpt: This study provides an assessment of changes in household income, livelihood sources, food consumption, and diet quality during the first months of the COVID-19 crisis in a sample of households drawn from both urban and rural areas in Ghana. Phone surveys were conducted in June 2020 with 423 urban consumers in Accra and with 369 small-scale crop and fish farmers in rural areas in six regions in middle and southern Ghana. Data was disaggregated by asset quintiles for both the urban and the rural samples. Reduction in incomes were reported by 83 percent of urban households in Accra, mainly due to business closures and lower sales from their trading enterprises. Most households, however, are showing resilience in terms of food consumption, with a majority of urban consumers surveyed maintaining their pre-COVID-19 level of food consumption; only 9 percent of urban consumers reported reductions in food consumption to cope with income loss due to COVID-19. For the respondents in the rural areas in middle and southern Ghana, 76 percent reported income loss, and all reported that their livelihoods had been affected. Thirty-four percent of 2020 minor season crop farmers experienced difficulty in selling their produce, and 43 percent of all sample crop farmers anticipated difficulties in accessing inputs in the 2020 major season, mainly fertilizers and agrochemicals. Of those growing fish, 53 percent experienced difficulty in accessing inputs, mainly feeds; 60 percent reported increased input prices; and 64 percent of those harvesting from March to June 2020 experienced difficulties in selling their fish because of lower demand, lower tilapia prices, and higher transportation costs. Despite farm and nonfarm income losses, a majority of households in the rural sample reported maintaining previous levels of diet diversity and food consumption - only 11 percent reported reducing their food consumption to cope with income loss. Several months into the COVID-19 crisis in Ghana, households in both rural and urban areas showed some resilience in terms of their agricultural production and food consumption. Regular monitoring is needed, however, especially if household savings start to dry up and coping mechanisms become more restrictive.

Book excerpt: The global food crisis of 2007-08 was characterized by a dramatic increase in the prices of agricultural commodities in international markets. Between January 2007 and March 2008, the food price index of the Food and Agriculture Organization (FAO) rose 61%. Staple food crop prices rose even more steeply: over the same period, the prices of wheat and rice doubled, while that of maize increased by 42%. Since then, food prices have declined somewhat, but prices remain significantly higher than the average in 2006. For example, the average price of rice in 2009 is 90% higher than the average level in 2006 (FAO, 2009). High world prices were transmitted to domestic markets, eroding the purchasing power of urban households and other net buyers of food, forcing them to reduce non-food spending and shift to cheaper foods. Poor urban households were particularly affected because they spend a large share of their income on food. At the national level, food importing countries faced balance of payment pressure as the cost of food imports rose. In addition, the cost of operating food and nutrition programs at the national and international level rose steeply. In dozens of countries, the high prices sparked demonstrations and sometimes riots. A number of countries, including Argentina, India, Russia, and Vietnam, responded by restricting rice and wheat exports in an attempt to keep domestic prices from rising. Finally, at the international level, food aid budgets were stretched, as increased need in developing countries coincided with decreased purchasing power of the World Food Programme and other food aid agencies (Benson et al. 2008).

Book excerpt: Global food, fuel, and fertilizer prices have risen rapidly in recent months, driven in large part by the fallout from the ongoing war in Ukraine and the sanctions imposed on Russia. Other factors, such as export bans, have also contributed to rising prices. Palm oil and wheat prices increased by 56 and 100 percent in real terms, respectively, between June 2021 and April 2022, with most of the in-crease occurring since February (Figure 1). Wide variation exists across products, with real maize prices increasing by only 11 percent, and rice prices declining by 13 percent. The price of crude oil and natural gas has also risen substantially, while the weighted average price of fertilizer has doubled. With these changes in global prices, many developing countries and their development partners are concerned about the implications for economic stability, food security, and poverty.

To assess the (short term) impact of rising food prices in any particular country it is necessary to look at both the impact on food producers (who benefit from an increase in prices) and food consumers (who loose out when the price increases), with a focus on poor producers and consumers. In Ghana, the impact of a change in the price of rice is not ambiguous because a large share of the rice consumed is imported, so that the negative impact for consumers is much larger than the positive impact for producers. For maize by contrast, the impact is ambiguous since much of the consumption is locally produced. Using a recent and comprehensive household survey, this paper provides an assessment of the potential impact of higher food prices on the poor in Ghana using both simple statistical analysis and non-parametric methods. The paper finds that rising food prices for rice, maize, and other cereals would together lead to an increase in poverty, but that by contrast to a number of other countries, this increase, while not negligible, may not be as large as feared.

Book excerpt: In an effort to inform social policy in Mexico, this paper analyzes the effects of a major social program on school attendance and household income distribution, accounting for its partial and general equilibrium effects. Linking a microeconometric simulation model and a general equilibrium model in a bidirectional way, the paper explicitly takes spillover effects of the Oportunidades conditional cash transfer program into account. Our results suggest that partial equilibrium analysis alone may underestimate the distributional effects of the program. Extending the coverage of the program leads to a significant increase in school attendance, which reduces labor supply and increases the equilibrium wages of the children who remain at work. This general equilibrium effect indirectly reduces income inequality and poverty at the national level.

SSA also exhibits the lowest crop yields for major staples in the world, largely due to low use of irrigation and fertilizer. Rainfed agriculture poses growing production risks with increased climate variability and change. At the same time, smallholder irrigation in the region developed rapidly over the past decade, albeit starting from very low levels. In addition to largely demand-driven irrigation development by smallholders, there is a significant push by donors for large-scale irrigation development, as well as some push for smallholder irrigation. There has also been a long-standing debate about whether irrigation in SSA should be large scale or small scale to achieve its potential. However, given the potentially high rewards, but also high possibility of failure, the assessment of irrigation potential must go beyond large scale versus small scale to integrate concerns regarding environmental sustainability, resource use efficiency, nutrition and health impacts, and women’s empowerment. The hypothesis underlying this review paper is that how irrigation gets deployed in SSA will be decisive not only for environmental sustainability (such as deciding remaining forest cover in the region) and poverty reduction, but also for health, nutrition, and gender outcomes in the region. The focus of this paper is on the health, nutrition, and gender linkage. We find that to date, few studies have analyzed the impact of irrigation interventions on nutrition, health, and women’s empowerment, despite the large potential of irrigation to affect these important variables. Irrigation interventions may have differential effects on different members in the household and in the community, such as irrigators, non-irrigators, children, and women. Measuring and understanding such differences, followed by improving design and implementation to maximize gender, health, and nutrition outcomes, could transform irrigation programs from focusing solely on increased food production toward becoming an integral component of poverty-reduction strategies.

Book excerpt: Since 2007, the government of Ghana has been providing subsidized agricultural machines to private enterprises established as Agricultural Mechanization Services Enterprise Centers (AMSEC) to scale up tractor-hire services to smallholder farmers. Although farmer’s demand for mechanization has increased in recent years, most of this demand concentrates on land preparation (plowing) service. Using the firm investment model and recent data, this paper quantitatively assesses whether AMSEC as a private enterprise is a viable business model attractive to private investors. Even though the intention of the government is to promote private sector-led mechanization, findings suggest that the AMSEC model is unlikely to be a profitable business model attractive to private investors even with the current level of subsidy. The low tractor utilization rate as a result of low operational scale is the most important constraint to the intertemporal profitability of tractor-hire services. Our findings further support the argument of Pingali, Bigot, and Binswanger (1987), who indicated that mechanization service centers supported through government’s heavy subsidy are not a policy option anywhere in the world, even in the current situation in Ghana. Although the tractor rental service market is a proper way of mechanizing agriculture in a smallholder-dominated agricultural economy such as Ghana, this paper concludes that the development of such a market depends crucially on a number of factors, including increased tractor use through migration across the two very different rainfall zones (north and south), increased tractor use through multiple tasks, and use of low-cost tractors. The government can play an important role in facilitating the development of a tractor service market; however, the successful development of such a market depends on the incentive and innovation of the private sector, including farmers who want to own tractors as part of their business portfolio, traders who know how to bring in affordable tractors and expand the market, and manufacturers in exporting countries who want to seek a long-term potential market opportunity in Ghana and in other west African countries.

Book excerpt: Though there is increasing evidence of the availability and potential of new agricultural technologies in Africa south of the Sahara, effective demand for them is still low. A recent refocus on increasing farmers’ use of modern technologies such as improved seed and chemical fertilizer has led to a resurgence of input subsidies for these products in many developing countries. One popular mechanism currently in use is input vouchers. Targeted input vouchers are intended to simultaneously improve the targeting of subsidies and develop demand in private markets. While there is growing evidence of the impact of targeted subsidies on private input demand, as far as we are aware no empirical studies have examined the spillover effects of targeted subsidies for just one input on the use of other complementary inputs with which there is low substitutability. Consequently, this study begins to fill this gap by exploring the effect of increasing access to subsidized fertilizer on farmers’ use of improved seed in Nigeria. Using a control function approach within a limited dependent variable framework, we explore the effect of receiving subsidized fertilizer on a farmer’s likelihood of using improved seed. The study finds evidence that increased access to subsidized fertilizer increased the likelihood of farmers using improved seed in Kano, Nigeria. This indicates that farmers are re-optimizing their use of other inputs in response to increasing availability of one input. This complicates the ability to isolate the returns to any one input when evaluating programs targeted at just one input. Our results were robust to various model specifications and indicate that there is a clear link between farmers’ use of improved seed and fertilizer in Kano, which could be leveraged in the development of input subsidy programs across Africa south of the Sahara.

Book excerpt: Vietnam is likely to be among the countries hardest hit by climate change, threatening its legacy as a champion in leveraging agriculture for development. This paper examines how a changing climate may affect rice production and how Vietnamese farmers are likely to adapt to various climatic conditions using an innovative yield function approach, taking into account sample selection bias and endogeneity of inputs. Model results suggest that although climate change can potentially reduce rice production, farmers will respond mainly by adjusting the production portfolio and levels of input use. However, investments in rural infrastructure and human capital will have to support farmers in the adaptation process if production levels and farm incomes are to be sustained in the future.
