Recently, PME institutions experienced a sudden shift to distance learning during the coronavirus disease (COVID-19) pandemic. Studies show that pandemic-related disruptions have significantly affected military policies and readiness and negatively affected education for both students and educators across all education levels. To discuss objectives, requirements, capabilities, and implementation options for the continued evolution of PME programs, the RAND Corporation National Security Research Division led a one-day joint PME workshop with participants from various PME institutions, J7 Directorate for Joint Force Development, RAND researchers, and others. In this report, the authors summarize the results of the workshop to identify areas for change following the COVID-19 pandemic. Participants generally agreed on PME's goals but tended to disagree on the means for attaining them. Consensus centered on providing PME students with communication skills, joint warfighting strategies, and critical thinking skills and preparing these future leaders for an unknown national security environment. These results highlight several opportunities for PME moving forward, including utilizing the general agreement on objectives to build clear documentation, leveraging technology during the pandemic, and building a diverse student body. The results also bring forward several possible barriers that may complicate the implementation of PME objectives. These roadblocks, which received the largest discussion during the workshop, included difficulties navigating bureaucracy, obtaining stable funding, and balancing the varied demands of talent management.

Through the years the system has undergone repeated reforms to match the changing nature of warfare and increasing technology. The system reached its current state in the early 1990s when it incorporated changes to meet increased requirements for joint education. Pressures for change and other challenges continue to confront the system as the Army adjusts to the end of the Cold War. After a discussion of the system's historical development, this study addresses those pressures and challenges. It proposes five criteria which can be used to identify shortcomings or to establish the continued viability of the system in a time of significant change. The study concludes by offering possible adjustments that the system can make to prepare itself to meet the needs of the Army into the twenty-first century.

Book excerpt: The Army Operating Concept describes the challenges of future warfare as volatile, complex, and uncertain. It goes on to state that winning in such an environment "will require innovative, adaptive leaders and cohesive teams who thrive in complex and uncertain environments." In order to meet those challenges, the institutional Army must develop in leaders the appropriate skill sets. However, the professional military education (PME) system that the Army operates under is largely outdated and based on industrial age models. The arrival of the Army University signals a commitment to confronting the flaws in the Army's PME, but it does little to address the balance between training and education. This study then fills that gap by closely examining the current state of the Army's education system, the attributes needed in officers to meet today's challenges, education's role in developing those attributes, and the future of the Army's education system. By doing so, it aims to recommend a set of feasible changes that the Army can make to adjust the balance between education and training in the Army's PME. It then analyzes those solutions through the lens of various stakeholders to determine their validity.

Book excerpt: Often the only time a nation evaluates the education of its armed forces is during the aftermath of a great military disaster. Even in the light of an overwhelming victory, such as the Gulf War, questions about how well military education was addressing the study of asymmetric warfare, the Revolution in Military Affairs, the role of non-state actors and international relations in the new world order were the subject of debate in and around the various staff colleges and military universities in the West. This work brings together the ideas of international scholars, all recognized as leaders in their fields, to examine the professional military education experience of various nations during the last 250 years. Case studies of each branch of the military reveal success and failure in the past and present, with a goal of improving military education in the future. Underlying themes clearly reveal the need for those questioning military education to utilize history as the preferred method and model of imperial analysis. These include economics and defense spending; national psyches and the proper maintenance of armed forces; and the importance of individuals, both military and civilian, with a clear vision, determination, and the moral courage to formulate and support military education programs. In practice, training often predominates over education, and the result has frequently been an officer corps that has not functioned well in peacetime preparations and has ultimately failed on the battlefield due to an inability to think effectively. This study highlights the role of civilian educators as vital in the creation of successful educational programs.

The mission of America’s war colleges is to educate senior military officers in both the ways of war and the defence of peace. But are these colleges doing the best job possible in carrying out that important mission? Military education faces many demands, including a lack of preparation by the students, uneven quality of the faculty, and confusion over the curriculum. Many officers attend resident programs at the war colleges programs against the career advice of their leadership, despite the fact that they are virtually guaranteed graduation after less than a year of study, while others do their best to avoid it entirely. As the professional military education system has come under increasing scrutiny and criticism, some have even called for closing the war colleges. That answer, however, does not serve the United States well, especially in a complex, globalized environment, where military leaders need the best specialized education to prepare them for their future challenges. This volume examines the system that created and supports the perpetuation of this system, and why it is imperative that it be fixed.
