This document reports on the performance indicators for 2006, showing accomplishments, plans, and challenges of the following six policy areas: (1) Economic Growth; (2) P-20 Partnerships/Teaching and Learning; (3) Affordability; (4) Access and Diversity; (5) High Quality; and (6) Accountability and Productivity. For the two focus Policy Areas -- High Expectations and Quality (Area 5) and Accountability and Productivity (Area 6) -- the report includes Selected Accomplishments, Plans, and Challenges. All Policy Area descriptions include information on Selected Performance Indicators. Through the development of the annual Performance Report, colleagues within and across institutions and at the state level take the opportunity to review and document accomplishments and progress achieved over the past year, enumerate challenges, and formulate plans to make further progress. The collaborative self-examination undertaken at the local level that involves looking across the college to create the institutional report is an essential part of the project. Mission-specific indicators are identified for each community college in Appendix A. Information on goal setting at the local level in all policy areas is provided in Appendix B.

Through the "Promise for Illinois", community colleges pledge to: (1) Address workforce development needs with flexible, responsive and progressive programs; (2) Offer rigorous courses and programs designed for college and university transfer; (3) Expand adult education and literacy programs necessary for individuals and families to have high-quality work and life in Illinois; (4) Equip Illinois residents with the technology skills they need to be successful in the 21st century; (5) Emphasize high quality in all programs, services, and operations; (6) Deliver affordable learning opportunities to the doorstep of Illinois residents; and (7) Model and promote leadership and ethical decision making. In an effort to more closely measure progress toward these goals and pledges three levels of indicators were developed by the Performance Indicator Advisory Committee over the course of a year (January 2002 - February 2003), incorporating feedback from constituent groups. Appended are: (1) Mission-Specific Goals Selected by College; and (2) Common Measure Goal Statements. A bibliography is included.

This year's report is based on fiscal year 2006 enrollments and completions. Comparative information is supplied from four previous fiscal years (2002-2005). Detailed tables comparing fiscal year 2005 and fiscal year 2006 credit headcount, full-time equivalent (FTE) enrollments, and graduates by college are included. FTE enrollments in this report are based on all credit hours attempted (including nonreimbursable credit hours). Illinois Community Colleges deliver education and training to a substantial number of individuals every year. During fiscal year 2006, a total of 934,902 students enrolled in credit and noncredit courses at an Illinois community college. To put this enrollment figure in perspective, that means that about 1 out of every 10 Illinoisans (18 years of age or older) took a credit or noncredit course at an Illinois community college during fiscal year 2006. A total of 49,628 collegiate-level degrees and certificates were earned by Illinois community college students in fiscal year 2006. The information in this report will provide needed background as colleagues across the system collaborate to develop strategies that address recommendations and priorities from the Joint Task Force on Community Colleges. Book excerpt: The Performance Report is an accountability initiative addressing important indicators and outcome measures that are built around the Policy Areas from the Illinois Board of Higher Educations' Illinois Commitment. The Illinois Commitment was developed based on the premise that higher education must be part of the process of providing a foundation for Illinois' future by enhancing the social, economic, and civic well-being of the state and its residents. The Policy Areas for the Illinois Commitment, addressed in this report, include: (1) Economic Growth: Higher education will help Illinois sustain strong economic growth through teaching, service, and research; (2) P-20 Partnerships/Teaching and Learning: Higher education will join elementary and secondary education to improve teaching and learning at all levels; (3) Affordability: No Illinois resident will be denied an opportunity for a college education because of financial need; (4) Access and Diversity: Illinois will increase the number and diversity of residents completing training and education programs; (5) High Quality: Illinois colleges and universities will be accountable for providing high quality academic programs and the systematic assessment of student learning outcomes while holding students to ever higher expectations for learning and growth; and (6) Accountability and Productivity: Illinois colleges and universities will continually improve productivity, cost effectiveness, and accountability. This document reports on the performance indicators for 2005 for each of these policy areas, showing accomplishments and challenges. The pledges in the Illinois Community College System's Promise for Illinois intentionally complement the goals. This report lists those pledges. Appendix A contains Mission-Specific Goals Selected by College. A subset of Illinois Commitment Policy Areas are focused on for the narrative portion of the Performance Report based on a rotating schedule. For the 2005 report, the narrative focus will be on the following Policy Areas: P-20 Partnerships Improving Teaching and Learning (Policy Area Two), Affordability (Policy Area Three), and Access and Diversity (Policy Area Four). While more targeted narrative reporting was required on these three Policy Areas, data reporting was required across all six Policy Areas. Institutional level community college Performance Reports included data and analysis on Common Institutional and Mission-specific Indicators. Information was also provided on local level Accomplishments, Challenges, Plans and Goals. Appendix B contains Common Measure Goal Statement.

Detailed tables comparing fiscal year 2004 and fiscal year 2005 credit headcount, full-time equivalent (FTE) enrollments, and graduates by college are included. FTE enrollments in this report are based on all credit hours attempted (including nonreimbursable credit hours). For students enrolled in credit coursework, more than half are female (55.6 percent), more than one-third are minorities (35.5 percent), and roughly two out of every five students are 31 years of age or older (38.1 percent). Available information on students enrolled in noncredit courses show nearly identical gender representation (57.2 percent female), less minority participation with nearly one-quarter minority noncredit enrollments, and the participation by a more mature population in noncredit courses with just over two-thirds of the students 31 years of age or above. In the past year, based on fiscal year 2005 annual data, there was virtually no change in credit enrollment in the community college system. In fiscal year 2005, slightly over one-fifth (20.7 percent) of Illinois Community College students (not enrolled in ABE/ASE/ESL, Vocational Skills and General Studies) were enrolled in at least one developmental course--down slightly from 21.3 percent in fiscal year 2004. Steps to assist underrepresented students in their efforts to arrive college ready and enroll full-time would benefit all students. Systemwide over the past three years, community colleges have been undertaking projects to develop, implement, or expand local computerized automated degree and certificate audit systems. These initiatives will continue through fiscal year 2006. The large number of students served through credit and/or noncredit courses affirms that the Illinois Community College System continues to adapt to the evolving educational needs of the communities the colleges serve. Book excerpt: Each Spring, community colleges report opening spring term enrollment figures to the Illinois Community College Board through a brief web-based survey. These figures reflect only those students enrolled in credit courses that were operational on the census date (last day of course registration for regular classes). Enrollment for classes beginning after the census date are reflected in the annual enrollment counts. This report summarizes the survey results. This report contains information on student enrollments as of the end of registration (usually the 10th day of the term) for the Spring semester. Statewide results of the fiscal year 2006 Spring opening enrollment survey show that compared with the same term one year ago both headcount enrollments and full-time equivalent (FTE) enrollments decreased slightly. Statewide the spring semester headcount was 352,020 compared to 357,602 last year (a decrease of -5,582 or -1.6 percent). The FTE count was 191,820 compared with 196,054 a year ago (a decrease of -4,234 or -2.2 percent). Overall, statewide fewer students were taking fewer credits. Table 1 contains statewide comparative Spring tenth-day enrollments for 2002 to 2006. Table 2 provides a comparison of fiscal year 2002 through fiscal year 2006 Spring headcount enrollments for each community college. Looking at headcount enrollment changes over the last year among the 48 community colleges shows that 15 colleges experienced increases (1.0 percent or higher) in headcount, while 25 exhibited decreases (1.0 percent or higher) during the past year. Eight colleges reported little or no change (less than 1.0 percent) in headcount enrollments compared to last year. Table 3 contains comparative information on Spring FTE enrollments for the five-year period between 2002 and 2006. Compared to last year, Spring FTE increases were reported by 18 colleges, decreases by 20, and 10 colleges indicated little or no change. Book excerpt: This report summarizes the results of academic, career and technical, adult education, and developmental education programs that were reviewed during fiscal year 2006. It highlights and summarizes accountability activities and initiatives described by Illinois' 48 community colleges in their Accountability/Program Review Reports for fiscal year 2006. Summaries include both program strengths and the common challenges colleges face in keeping instruction relevant while maintaining cost-efficiency. Specific quality improvements at the local level are also highlighted. During fiscal year 2006, community colleges reviewed 153 academic, 786 career and technical, and 24 adult and developmental education programs. A table illustrating this information by college can be found in the appendix. Findings of the reviews of academic disciplines indicated adequate need and cost-effectiveness. Quality enhancements included expanding methods of assessment and continuing to use the results to improve instruction, applying technology to improve teaching and learning, adding ethics courses across the curriculum, and the use of portfolios to showcase student learning. Reviews of Adult Education and Family Literacy, English as a Second Language (ESL), and Developmental Education programs indicated that strong need for the programs continues, with particular growth noted in the need for ESL programs. As a result of reviews of career and technical programs, 636 programs were continued with minor improvements, 30 programs were significantly modified, 73 programs were identified for elimination, and 47 programs were scheduled for further review during the coming year. The most commonly identified strengths for career and technical programs were well-qualified faculty, active advisory committees, external accreditation (where applicable), industry and local partnerships, and placement of program completers. The most common weaknesses were low enrollments, low completions, the need to continually upgrade and/or replace curricula and equipment to keep pace with changing technologies, and the need to provide more flexible scheduling options. Performance funding ties state support of colleges and universities directly to institutional performance on specific outcomes, including retention, number of credits accrued, graduation, and job placement. The theory is that introducing market-like forces will prod institutions to become more efficient and effective. In The Politics of Performance Funding for Higher Education, Kevin J. Dougherty and Rebecca S. Natow explore the sometimes puzzling evolution of this mode of funding higher education. Drawing on an eight-state study of performance funding in Florida, Illinois, Indiana, Missouri, Ohio, South Carolina, Tennessee, and Washington, Dougherty and Natow shed light on the social and political factors affecting the origins, evolution, and demise of these programs. Their findings uncover patterns of frequent adoption, discontinuation, and re-adoption. Of the thirty-six states that have ever adopted performance funding, two-thirds discontinued it, although many of those later re-adopted it. Even when performance funding programs persist over time, they can undergo considerable changes in both the amount of state funding and in the indicators used to allocate funding. Yet performance funding continues to attract interest from federal and state officials, state policy associations, and major foundations as a way of improving educational outcomes. The authors explore the various forces, actors, and motives behind the adoption, discontinuation, and transformation of performance funding programs. They compare U.S. programs to international models, and they gauge the likely future of performance funding, given the volatility of the political forces driving it. Aimed at educators, sociologists, political scientists, and policy makers, this book will be hailed as the definitive assessment of the origins and evolution of performance funding.

Community colleges enroll almost half of all undergraduates in the United States. These two-year colleges manifest the American commitment to accessible and affordable higher education. With about 1,200 institutions nationwide, community colleges have made significant progress over the past decade in opening access and have become the critical entry point to higher education for many Americans who traditionally have been left out of educational and economic opportunity. Yet economic, political, and social developments have increased the challenges community colleges face in pursuing an “equity agenda.” Some of these include falling state budgets combined with growing enrollments, a greater emphasis on outcome-based accountability, competition from for-profit institutions, and growing immigrant student populations. These trials come at a time when community colleges confront crucial economic and workforce development pressures that may impact their mission. How can community colleges continue to maintain their open-door policies, support underprepared students, and struggle to help enrolled students complete degrees and certificates that prepare them for success in the workplace? Building on case studies of colleges in six states—New York, Texas, Florida, California, Washington, and Illinois—this volume offers a fresh examination of the issues currently facing American community colleges.
