Book excerpt: In 1939, faced with the German invasion of Czechoslovakia and a growing Italian threat in the Balkans, Turkey and Britain (and later France) signed an alliance in which Turkey linked itself politically and militarily with Britain and France in exchange for financial assistance for its rearmament program. Despite the agreement, however, when the war came to the Mediterranean, Turkey did not become involved. Presenting a new interpretation of why the alliance failed, Brock Millman explores Anglo-Turkish relations leading up to the alliance of 1939, taking into account the broader economic, military, and strategic issues. While previous accounts suggest that Turkey entered into the alliance reluctantly, Millman contends that it not only wanted an alliance but sought as close a relationship as Britain would concede in the prewar years. He attributes the failure of the alliance mainly to Britain's lack of support, namely its inability to fit Turkey into its strategy in the Mediterranean, its failure to produce a coherent operational plan that could encompass Turkish military co-operation, and its unwillingness to provide Turkey with timely and much-needed financial, material, and industrial assistance. Divided into three parts, The Ill-Made Alliance examines the roots and course of the Anglo-Turkish rapprochement in the years 1934-38; the economic, military, and politic factors in 1938-39 that inhibited development of the emerging alliance to the point where it might have been fully functional; and the collapse of the alliance in 1939-40.

The commanding presence of German General Liman von Sanders in the operations is well known. But relatively little is known about the background of German military intervention in Ottoman affairs. Klaus Wolf fills this gap as a result of extensive research in the German records and the published literature. He examines the military assistance offered by the German Empire in the years preceding 1914 and the German involvement in ensuring that the Ottomans fought on the side of the Central Powers and that they made best use of the German military and naval missions. He highlights the fundamental reforms that were required after the battering the Turks received in various Balkan wars, particularly in the Turkish Army, and the challenges that faced the members of the German missions. When the allied invasion of Gallipoli was launched, German officers became a vital part of a robust Turkish defense – be it at sea or on land, at senior command level or commanding units of infantry and artillery. In due course German aviators were to be, in effect, founding fathers of the Turkish air arm; whilst junior ranks played an important part as, for example, machine gunners. This book is not only their missing memorial but a missing link in understanding the tragedy that was Gallipoli.

Stalin continued nevertheless to support diplomatic efforts to stop Nazi aggression in Europe. In Stalin’s Failed Alliance, the sequel to Stalin’s Gamble, Michael Jabara Carley continues his re-evaluation of European diplomacy during the critical events between May 1936 and August 1939. This narrative history examines the great crises of the pre-war period – the Spanish Civil War, Anschluss, and Munich accords – as well as both the last Soviet efforts to organize an anti-Nazi alliance in the spring–summer of 1939 and Moscow’s shocking volte-face, the signing of the Nazi-Soviet non-aggression pact. Carley’s history traces the lead-up to the outbreak of war in Europe on 1 September 1939 and sheds light on the Soviet Union’s efforts to organize a defensive alliance against Nazi Germany, in effect rebuilding the anti-German Entente of the First World War. The author argues for the sincerity of Soviet overtures to the western European powers and that the non-aggression pact was a last-ditch response to the refusal of other states, especially Britain and France, to conclude an alliance with the USSR against Nazi Germany. The reasons are clear: companies must increasingly pool their capabilities to succeed in ever more complex and rapidly changing businesses. But the consequences for managers and for the economy have so far been underestimated. In this new book, Benjamin Gomes-Casseres presents the first in-depth account of the new world of business alliances and shows how collaboration has become part of the very fabric of modern competition. Alliances, he argues, create new units of competition that do battle with one another and with traditional single firms. The flexible capabilities of these multi-firm constellations give them advantages over single firms in certain contexts, offsetting the advantage of a single firm's unified control. When managed effectively, alliances can strengthen a firm's competitive advantage and narrow the gap between leading firms and second-tier players. This often results in intensified rivalry, and the competition within an industry is transformed. Alliances often spread swiftly through an industry as firms jockey for advantage. Yet the very spread of alliances increases their costs and poses new limits on their use. Gomes-Casseres concludes that firms need to manage their constellations to enhance collaboration within their groups, while raising what he calls "barriers to collaboration" for rivals. These ideas are developed and illustrated through original case studies of alliances among U.S., Japanese, and European firms in electronics and computers, including Xerox, IBM, and Fujitsu as well as other small and large companies. The book should be of interest to business academics, managers, and general readers concerned with contemporary capitalism.
