Rapid development and inappropriate conservation techniques are threatening many heritage unique sites in different parts of the world. Selected papers presented at the 17th International Conference on Studies, Repairs and Maintenance of Heritage Architecture are included in this volume. They address a series of topics related to the historical aspects and the reuse of heritage buildings, as well as technical issues on the structural integrity of different types of buildings, such as those constructed with materials as varied as iron and steel, concrete, masonry, wood or earth. Restoration processes require the appropriate characterisation of those materials, the modes of construction and the structural behaviour of the building. This knowledge can be gained through a series of material characterisation techniques, preferably via non-destructive tests. Modern computer simulation can provide accurate results demonstrating the stress state of the building and possible failure mechanisms affecting its stability. Of particular importance are studies related to their dynamic and earthquake behaviour aiming to provide an assessment of the seismic vulnerability of heritage buildings. Contributions originate from scientists, architects, engineers and restoration experts from all over the world and deal with different aspects of heritage buildings, including how to formulate regulatory policies, to ensure effective ways of preserving the architectural heritage. Earthquake Resistant Engineering Structures XIII Papers presented at the 13th International Conference on Earthquake Resistant Engineering Structures form this volume and cover basic and applied research in the various fields of earthquake engineering relevant to the design of structures. Major earthquakes and associated effects such as tsunamis continue to stress the need to carry out more research on those topics. The problems will intensify as population pressure results in buildings in regions of high seismic vulnerability. A better understanding of these phenomena is required to design earthquake resistant structures and to carry out risk assessments and vulnerability studies. The problem of protecting the built environment in earthquake-prone regions involves not only the optimal design and construction of new facilities but also the upgrading and rehabilitation of existing structures including heritage buildings. The type of highly specialized retrofitting employed to protect the built heritage is an important area of research. The topic is connected to the theme of the image of the city, which is extended to the territory scale and applied to case studies in Italy’s Umbria region, where the goal is to strike a dynamic balance between cultural heritage and nature. The studies demonstrate how landscape represents an interpretive process of finding meaning, a product of the relationships between mankind and the places in which it lives. The work proceeds from the assumption that it is possible to describe these connections between environment, territory and landscape by applying the Vitruvian triad, composed of Firmitas (solidity), Utilitas (utility) and Venustas(beauty). The environment, the sum of the conditions that influence all life, represents the place’s solidity, because it guarantees its survival. In turn, territory is connected to utility, and through its etymological meaning is linked to possession, to a domain; while landscape, as an “area perceived by people”, expresses the search for beauty in a given place, the process of critically interpreting a vision.

Benito Mussolini used architecture to educate the masses, exploiting its symbolic prowess as a powerful tool for achieving political consensus. Mussolini, Architect examines Mussolini in Italy from 1922 to 1943 and expands the traditional interpretations of fascism, advancing the claim that Mussolini devised and implemented architecture as a tool capable of determining public behaviour and influencing opinion. Book excerpt: The racism and antisemitism of Fascist Italy have often been described as ‘mild’, ‘cultural’, ‘spiritual’, and essentially non-violent, especially in comparison with the racial ideology of Nazi Germany. This book challenges this simplistic interpretation with a thorough analysis of the texts and images of the magazine La Difesa della razza (Defence of the race), the principal public voice of Fascist biological racism, which appeared fortnightly between 1938 and 1943 under the editorship of Telesio Interlandi, Mussolini’s ‘unofficial mouthpiece’, with governmental financial support. A negative icon of the propaganda of Fascist racism, La Difesa della razza first appeared in August 1938 shortly before the passing of Italy’s Racial Laws, but had a long gestation. It was the expression of a Fascist cultural milieu – journalists, writers, artists, and architects – headed by Interlandi, whose racism and antisemitism dated back to the end of the First World War. By placing the magazine’s emergence in this longer timescale, and exploring the interrelationships of political action, ideological discourse, and imagery, this book also demonstrates how the project of ‘anthropological revolution’ – building the New Man – was a central element of Italian Fascism, from the very beginning to the deportation of Italian Jews. This new English edition has been thoroughly revised and updated.

Book excerpt: Focusing on both ritual and mass-visual representations of history in 1920s and 1930s Italy, The Historic Imaginary unveils how Italian Fascism sought to institutionalize a modernist culture of history. The study takes a new historicist and microhistorical approach to cultural-intellectual history, integrating theoretical tools of analysis acquired from visual-cultural studies, art history, linguistics, and reception theory in a sophisticated examination of visual modes of historical representation - from commemorations to monuments to exhibitions and mass-media - spanning the entire period of the Italian-fascist regime. Claudio Fogu argues that the fascist historic imaginary was intellectually rooted in the actualist philosophy of history elaborated by Giovanni Gentile, culturally grounded in Latin-Catholic rhetorical codes, and aimed at overcoming both Marxist and liberal conceptions of the relationship between historical agency, representation, and consciousness. The book further proposes that this modernist vision of history was a core element of fascist ideology, encapsulated by the famous Mussolinian motto that "fascism makes history rather than writing it," and that its institutionalization constituted a key point of intersection between the fascist aesthetization and sacralization of politics. The author finally claims that his study of fascist historic culture opens the way to an understanding and re-evaluation of the historical relationship between the modernist critique of historical consciousness and the rise of post-modernist forms of temporality.
