Book excerpt: This report discusses the findings of the three year Interfutures Project which studied the future development of advanced industrial societies and the relations between these countries and the developing countries. The major emphasis of the project was to analyze economic problems. However, political and social elements were also studied. The purpose of the report is to incite awareness and action. There are five parts and a conclusion to the report. Part I analyzes the political limits to population growth. Part II examines past trends and future dimensions. How the industrial societies cope with change is the topic of Part III. Part IV discusses the advanced industrial societies and the third world. Problems of the third world countries, interdependence between developed and developing nations, and developed countries' strategies in regard to the third world are examined. Part V looks at the growth of world interdependence. Recommendations discussed in the conclusion include the following. Everything must be done to improve the knowledge of other cultures. More travel abroad by young people (especially to developing countries), translation of writing from different cultural areas, and distribution of cinema and television features made or filmed in these areas would help create a greater awareness of the world outside. Third world countries should have improved access to medium and long term loans. International foundations to sponsor third world centers of applied research in different sectors of technology should be set up. (Author/RM)

Strategic policies to capture labor rents lead to an endogenous response which greatly diminishes their importance. On the other hand, reducing domestic labor market distortions results in welfare gains nearly as large as those from optimal trade and industrial policies. The paper concludes that the focus on labor rents as the subject of U.S. trade and industrial policy is overstated, at least in manufacturing industries such as integrated steel.

The international steel industry suffered a major decline after the onset of world recession in 1973, perhaps suffering more plant closures and job losses than any other sector. This book analyses the decline, surveying the various factors which have contributed to it, such as changing production strategies, changes in demand and world trade and changing regional production trends. It goes on to examine the impact of decline on steel-making communities, considering the various local, national and international initiatives to assist the affected areas and the way these initiatives have been devised and implemented. The authors conclude that none of these policies has satisfactorily resolved the crisis in the old steel producing areas and that a major crisis in these areas continues. Finally they discuss the social and political options open to these localities for the future.
