Reinhard Bendix (1916-1991) was professor of sociology and political science at the University of California at Berkeley, from 1947 to 1987. Yet, as William Tsutsui argues, the origins and implications of "Japanese-style management" are poorly understood. Contrary to widespread belief, Japan's acclaimed strategies are not particularly novel or even especially Japanese. Tsutsui traces the roots of these practices to Scientific Management, or Taylorism, an American concept that arrived in Japan at the turn of the century. During subsequent decades, this imported model was embraced--and ultimately transformed--in Japan's industrial workshops. Imitation gave rise to innovation as Japanese managers sought a "revised" Taylorism that combined mechanistic efficiency with respect for the humanity of labor. Tsutsui's groundbreaking study charts Taylorism's Japanese incarnation, from the "efficiency movement" of the 1920s, through Depression-era "rationalization" and wartime mobilization, up to postwar "productivity" drives and quality-control campaigns. Taylorism became more than a management tool; its spread beyond the factory was a potent intellectual template in debates over economic growth, social policy, and political authority in modern Japan. Tsutsui's historical and comparative perspectives reveal the centrality of Japanese Taylorism to ongoing discussions of Japan's government-industry relations and the evolution of Fordist mass production. He compels us to rethink what implications Japanese-style management has for Western industries, as well as the future of Japan itself.

This provocative study of the postwar automation of the American metal-working industry—the heart of a modern industrial economy—explains how dominant institutions like the great corporations, the universities, and the military, along with the ideology of modern engineering shape, the development of technology. Noble shows how the system of "numerical control," perfected at the Massachusetts Institute of Technology (MIT) and put into general industrial use, was chosen over competing systems for reasons other than the technical and economic superiority typically advanced by its promoters. Numerical control took shape at an MIT laboratory rather than in a manufacturing setting, and a market for the new technology was created, not by cost-minded producers, but instead by the U. S. Air Force. Competing methods, equally promising, were rejected because they left control of production in the hands of skilled workers, rather than in those of management or programmers. Noble demonstrates that engineering design is influenced by political, economic, managerial, and sociological considerations, while the deployment of equipment—illustrated by a detailed case history of a large General Electric plant in Massachusetts—can become entangled with such matters as labor classification, shop organization, managerial responsibility, and patterns of authority. Although much has been written about the virulently racist and anti-communist ideologies of the Nazi party, this is the first book to treat Nazi imperialism as a separate ideology and set it within a sturdy theoretical framework. Smith contends that Nazi imperialism represented the last, ambitious attempt to integrate two century-old ideologies--the elite, pro-industrial Weltpolitik and the popular-based, pro-agrarian Lebensraum--into a single system. In fact, Smith argues that it was largely the way in which the Nazis attempted to reconcile these contradictory ideologies that explains Germany's disastrous policies during World War II. This wide-ranging study also contributes to the debates over several other aspects of German history, including German military aims in World War II, the continuity--or discontinuity--of German policy from Bismarck to Hitler, and the relation between ideology and social-political life.

Book excerpt: This work puts forth the argument that, in the Haitian diaspora in the USA, a new Haitian identity has emerged among the youth, which is tied to the practical consciousness of the black American underclass. Black Americans in the postindustrial capitalist world-system of America are no longer Africans. Instead, their practical consciousnesses are the product of two identities: the black bourgeoisie, or African Americans, on the one hand, under the leadership of educated professionals and preachers, and the black underclass, on the other hand, under the leadership of street and prison personalities, athletes, and entertainers vying for ideological and linguistic domination of black America. These two social class language games were, and still are, historically constituted by structural differentiation and different ideological apparatuses, the church and education on the one hand and the streets, prisons, and the athletic and entertainment industries on the other, of the global capitalist racial-class structure of inequality under American hegemony, which replaced the African ideological apparatuses of Vodou, peristyles, lakous, and agricultural production as found in Haiti, for example. Among Haitian youth in the US after 1986, following the topple of Jean-Claude “baby doc” Duvalier, the latter social class language game, the black American underclass, came to serve as the bearer of ideological and linguistic domination against Haitian bourgeois purposive-rationality, and agents of the Vodou Ethic and the spirit of communism.
