Book excerpt: Livestock identification and tracking systems in England cost government and the livestock industry around £55 million a year (just over £2 an animal). These methods seek to safeguard human and animal health, assist control of farming subsidies and improve the industry's commercial performance, as well as contributing to DEFRA's strategy developed in response to the independent inquiries into the foot and mouth disease outbreak in 2001. This NAO report examines the progress made by DEFRA in implementing livestock identification and tracking in England for the most commercially important livestock species - cattle, sheep and pigs. Findings include that although initial objectives have been achieved, more can be done to realise other potential benefits from the systems and reduce costs. There are several factors which limit the maximisation of its potential contribution, including the lower use of online reporting rather than postal methods with one fifth of cattle movements notified late; and incomplete or inaccurate data recording. DEFRA's plans for updating its identification and tracking systems are ambitious, but risks are being actively managed. Recommendations made include: promoting electronic methods of reporting, setting targets for improving data recording, and working with the industry to reduce errors in the information sent in by farmers.

Following on from a NAO report (HCP 1144, session 2002-03; ISBN 0102923574) published in November 2003, the Committee's report examines the progress made by DEFRA towards implementing livestock identification and tracking. Issues discussed include: weaknesses in the Cattle Tracing System and the Animal Movements Licensing System, efficacy in disease control, electronic notification, and sharing the benefits and costs of tracking systems in EU member states. Conclusions drawn include: the Cattle Tracing System was developed in haste, has suffered from serious technical difficulties, and is more expensive and less efficient that systems used in other EU member states; making markets responsible for reporting animal movements would reduce anomalies and save around £1 million a year; and making greater use of more efficient electronic notification methods could save around £15 million a year.

The main impacts from plant pests and diseases are economic ones, and DEFRA spends £8 million each year on import controls and a further £14 million researching the diagnosis and control of pests. Its work is subject to two main international agreements, as well as WTO requirements that stipulate import controls must have a scientific basis and must not be used as a barrier to trade. Recommendations include that DEFRA should: reassess current inspection targets using cost-benefit analyses; establish a peer review system to provide assurance on the quality of inspections; work with industry and supermarkets to improve food labelling to raise consumer awareness of the UK's standards for plant health; address the inconsistencies in current farmer compensation arrangements and explore the feasibility of alternatives such as insurance or levy schemes.

Book excerpt: Between 2005-06 and 2011-12, the Animal Health and Veterinary Laboratories Agency spent £103 million (from the agreed budget of £123 million) on reforming the way it delivers animal health and welfare service. The Business Reform Programme was designed to improve the quality of the Agency's data, upgrade its ICT, standardize and automate its processes, and enable private vets to submit bovine tuberculosis tests online. It is now forecast that the Programme will be completed by 2013-14. The Programme has been strongly managed over the last few years and the Agency has made tangible progress in addressing some key challenges at the same time as achieving cost reductions, £4 million to date. In addition to reducing headcount by 119 full time members of staff, over halfway towards its final forecast of 214, new ICT is enabling staff to share data across offices, helping the Agency to generate better information on costs and performance and helping the Agency work more efficiently. Despite reducing the number of staff tracking the movement of cattle testing positive for bovine TB from 43 to 28, the number of tracings carried out in a year rose by 24 per cent. However, there have been issues with the implementation of the new ICT, and only 11 of the 497 private veterinary practices signed up to submit bovine TB test results online are currently doing so. The final stages of the reform programme are critical for securing the full benefits of the new ICT

This was the UK's largest military operation since the 1990-91 Gulf War, involving the deployment of 46,000 personnel from all three armed services, 19 warships, 15,000 vehicles and 115 aircraft, as well as support from large numbers of Service personnel, civilians and contractors in the UK and elsewhere. Following on from a National Audit Office report (HCP 60, session 2003-04; ISBN 0102926565) published in December 2003, the Committee's report focuses on four main issues: the Ministry of Defence's ability to deploy forces at short notice; logistics and shortages of equipment at the front line; the consignment tracking system; and the Department's process of identifying and implementing lessons. Findings include i) that front line equipment shortages, such as lack of combat body armour and nuclear, biological and chemical detection/protection equipment, exposed troops to increased risks; ii) despite significant investment, the MoD still lacks a credible consignment tracking system; iii) the planning and handing over of responsibilities to civilian agencies should have been better managed; and iv) there are fundamental shortcomings in the MoD's ability to learn and act upon lessons from previous experience.
