Book excerpt: By investigating Sri Lanka as a case study, this book examines whether democracy, compared to authoritarianism, is conducive to post-war reconciliation. The research, founded on primary as well as secondary data, concludes that political systems have little to do with the success or failure of post-war ethnic reconciliation. The Sri Lankan case indicated that post-war reconciliation is more contingent on the readiness of the former enemies to come together. Readiness stems from, for example, satisfaction in the way issues have been resolved, confidence in the other party's intentions, and the compulsion to coexist. If the level of satisfaction, confidence, and the compulsion to coexist are low, the readiness to reconcile will also be low. The end of the war had a profound impact on post-war governance and ethnic relations in Sri Lanka. Hence, the volume provides an in-depth analysis of the factors that led to the military victory of the Sri Lankan government over the Liberation Tigers of Tamil Eelam (LTTE) in 2009. The chapters delve into the nexus between governance and reconciliation under the first two post-war governments. Reconciliation did not materialize in this period. Instead, new fault-lines emerged as attacks on the Muslim community escalated drastically. This book provides a comprehensive analysis of the nature of relations between the Sinhalese and Muslims and the Tamils and Muslims, as well as the nature and causes of post-war anti-Muslim riots.

Book excerpt: The island of Sri Lanka (formerly Ceylon) was one of the few Asian colonies in which the British Empire experimented liberal state-building in the nineteenth century, and where many British colonial officials predicted that the independent state would become a liberal democratic success story. Sri Lanka has held on to much of the liberal democratic state-institutions left behind by the British Empire, including periodic elections. At the same time, the UN’s Office of the High Commissioner for Human Rights concluded in September 2015 that there are reasonable grounds to believe that Sri Lanka committed serious international crimes against the Tamils. Such accusations are usually levelled against authoritarian states; it is unusual for a democracy to face such charges. This book analyses where Sri Lanka stands as a state that has in place liberal democratic state-institutions but exhibits the characteristics of an authoritarian state. Using Michel Foucault’s concept of biopolitics, the author argues that Sri Lanka enacted racist legislations and perpetrated mass-atrocities on the Tamils as part of its biopolitics of institutionalising and securing a Sinhala-Buddhist ethnocratic state-order. The book also explores the ways that, apart from military action, power relations produce the effects of battle, and thus the way that peace can often become a means of waging war. The author provides fresh insights into Sri Lanka’s postcolonial policies and the system of government that it has in place. Sri Lanka has a long and rich history of engagement with international human rights instruments. However, despite its active membership in the UN, the country’s post-colonial trials and tribulations are emblematic of the limited influence the international organisation has exerted on this country in the Global South. Assessing the impact of this international engagement on the country’s human rights infrastructure and situation, the book outlines Sri Lanka’s colonial and post-colonial development. It then considers the development of a domestic human rights infrastructure in the country. It also examines and analyzes Sri Lanka’s engagement with the UN’s treaty-based and charter-based human rights bodies, before offering conclusions concerning the impact of said engagement. The book offers an innovative approach to gauging the impact of international human rights engagement, while also taking into account the colonial and post-colonial imperatives that have partly dictated governmental behaviour.
