Book excerpt: "This report is the third and final report of a project devoted to bringing human factors considerations to the design of airport traffic control quarters. This work has been based on the assumption that airways operations specialists can only carry out their exacting task if provided a working environment and working equipment designed for that task and for the controller's function therein. The reported recommendations in all three reports represent a best approximation of the task requirements and needs of controllers as both human beings and control specialists, and the applicable knowledge from prior human factors research. Each airport presents different runway configurations, different construction programs, different taxiway layouts, different prevailing winds, and many other differences that would affect the way in which the airport traffic control quarters are laid out, even though the basic modules and basic concepts presented here hold true. It is our belief that with such a facility, any community proposing an airport construction and building program could come to the FAA, identify the peculiarities of terrain, etc., in their own airport situation, and with the aid of the FAA working closely with the community, use the mock-up to work out an ideal layout for their community and test out that layout in simulated form before spending millions of dollars on relatively inadequate airport traffic control quarters."--Introduction

Throughout the text there are actual examples taken from the air traffic control environment to illustrate the issues discussed. A full bibliography is included for those who want to read beyond these issues. It has been written for all in air traffic services, from ab initio to the boardroom; it is important that the men and women in senior management positions have some knowledge and awareness of the fundamental problems that limit and enhance human performance.

Book excerpt: The purpose of this document is to provide human factors considerations in the integration of traffic information and indications and alerts for runway status on an airport surface moving map. The US DOT Volpe Center, in support of the Federal Aviation Administration (FAA) Office of Aircraft Certification, gathered information in two ways. First, we conducted observations during demonstrations of ADS-B surface conflict detection algorithms sponsored by the FAA Surveillance & Broadcast Services Office. Second, we visited Embry-Riddle Aeronautical University (ERAU) in Daytona Beach, Florida, to understand the impact of a surface moving map with ADS-B in the general aviation operating environment. The results of this effort provide a preliminary glimpse into potential human factors concerns with the use of a surface moving map, traffic function, and the presentation of surface indications and alerts. The findings are organized into seven categories: use of color, indications/alerts, symbols, information prioritization, airport database, air-ground integration, and other. For each category, a description of the human factors concern, examples, and recommendations for addressing the concern are provided. The information is intended to support the development of minimum operational performance standards for surface conflict detection and alerting. Additional research will be needed to empirically determine appropriate design solutions.
