Through a qualitative approach, we follow the different strategies of teachers to cope with religious diversity in the classrooms of six European countries, from Estonia to France, from Norway to England, from Germany to the Netherlands. The juxtaposition of biographical information on the teachers, together with their views on religious diversity and their strategies in responding to it, provides a well-rounded (and extremely attractive) impression of the attitudes of teachers in Europe. The role of the teacher takes on great significance. He or she has to meet the twin demands of offering both a solid basis of factual information and the opportunity to formulate individual interpretations and opinions. The readers of this book are offered the opportunity to gain insight into the field of the study at two levels. They can access the findings of the analyses of the respective national contexts and the European comparison. At the same time, they are able to study portraits of all of the teachers interviewed in the course of the project so that the collation of data is complemented by insight into the human perspective and the influence of national contexts. An important recommendation from the Committee of Ministers of the Council of Europe (Recommendation CM/Rec(2008)12 on the dimension of religions and non-religious convictions within intercultural education) aimed to explain the nature and objectives of this form of education. Signposts goes much further by providing advice to policy makers, schools (including teachers, senior managers and governors) and teacher trainers on tackling issues arising from the recommendation. Taking careful account of feedback from education officials, teachers and teacher trainers in Council of Europe member states, Signposts gives advice, for example, on clarifying the terms used in this form of education; developing competences for teaching and learning, and working with different didactical approaches; creating “safe space” for moderated student-to-student dialogue in the classroom; helping students to analyse media representations of religions; discussing non-religious world views alongside religious perspectives; handling human rights issues relating to religion and belief; and linking schools (including schools of different types) to one another and to wider communities and organisations. Signposts is not a curriculum or a policy statement. It aims to give policy makers, schools and teacher trainers in the Council of Europe member states, as well as others who wish to use it, the tools to work through the issues arising from interpretation of the recommendation to meet the needs of individual countries. Signposts results from the work of an international panel of experts convened jointly by the Council of Europe and the European Wergeland Centre, and is written on the group’s behalf by Professor Robert Jackson.

There is often still a perceived incompatibility between the claims of individual Muslims or Muslim communities on the one hand and the aims of public education in Europe on the other. The relatively recent presence of Islam in much of Europe, the internal diversity of Muslim communities, the lack of a centralized, hierarchical church-like structure – different arguments are used to justify such a discriminatory treatment of one of the largest faith communities in Europe. Nevertheless, as this book aims to illustrate, there are already rich and diverse experiences throughout Europe of how to integrate Islam into the national and regional school systems, particularly in primary, but also in secondary education. Accordingly, this book provides some analyses of the ways in which Islam is integrated in education in certain regions of Spain, the Netherlands, France and England.
