Book excerpt: The purpose of this project was to empower the foster youth of Creative Alternatives by utilizing best practice models in the development of policies and procedures for the agency's new transitional home. The disenfranchisement of youth in traditional deficit-based programs was articulated, along with the importance of utilizing a youth-centered approach in the delivery of services for youth. The following common best practices, youth voice, youth empowerment, and youth-adult relationships, as well as information relating to the California Fostering Connections to Success Act, were introduced to the collaborative to help with the creation of the manual and procedures. The collaborative consisted of six foster care and group home clients who met biweekly with this writer. An evaluation survey instrument and focus group questions were created for the agency to evaluate the effectiveness and youths' experience with the use of the manual.

This individual will provide individual sessions and group workshops regarding the organizational and other skills needed to complete applications for subsidized housing. The target population will be families receiving Family Reunification services for which lack of housing is a major factor in their inability to be reunified with their children. In addition, emancipating foster youth will be served. The Family Unification Program (FUP) through the U.S. Department of Housing and Urban Development was determined to be the most appropriate source of funding. The overall goals of the proposed project are to increase protective factors by providing clients with resources and strategies to meet their immediate need for housing and empower them to be self-sufficient. This, in turn, is expected to decrease child maltreatment and maximize the likelihood that foster youth will transition to adulthood successfully. Actual submission and/or funding of this grant were not a requirement for successful completion of this project.
