Book excerpt: Significant changes in New York City's Latino community have occurred since the first edition of Latinos in New York: Communities in Transition was published in 1996. The Latino population in metropolitan New York has increased from 1.7 million in the 1990s to over 2.4 million, constituting a third of the population spread over five boroughs. Puerto Ricans remain the largest subgroup, followed by Dominicans and Mexicans; however, Puerto Ricans are no longer the majority of New York's Latinos as they were throughout most of the twentieth century. Latinos in New York: Communities in Transition, second edition, is the most comprehensive reader available on the experience of New York City's diverse Latino population. The essays in Part I examine the historical and sociocultural context of Latinos in New York. Part II looks at the diversity comprising Latino New York. Contributors focus on specific national origin groups, including Ecuadorians, Colombians, and Central Americans, and examine the factors that prompted emigration from the country of origin, the socioeconomic status of the emigrants, the extent of transnational ties with the home country, and the immigrants' interaction with other Latino groups in New York. Essays in Part III focus on politics and policy issues affecting New York's Latinos. The book brings together leading social analysts and community advocates on the Latino experience to address issues that have been largely neglected in the literature on New York City. These include the role of race, culture and identity, health, the criminal justice system, the media, and higher education, subjects that require greater attention both from academic as well as policy perspectives. The killers included strangers and neighbors, vigilantes and law enforcement officers—in particular, Texas Rangers. Despite a 1919 investigation of the state-sanctioned violence, no one in authority was ever held responsible. Reverberations of Racial Violence gathers fourteen essays on this dark chapter in American history. Contributors explore the impact of civil rights advocates, such as José Tomás Canales, the sole Mexican-American representative in the Texas State Legislature between 1905 and 1921. The investigation he spearheaded emerges as a historical touchstone, one in which witnesses testified in detail to the extrajudicial killings carried out by state agents. Other chapters situate anti-Mexican racism in the context of the era's rampant and more fully documented violence against African Americans. Contributors also address the roles of women in responding to the violence, as well as the many ways in which the killings have continued to weigh on communities of color in Texas. Taken together, the essays provide an opportunity to move beyond the more standard Black-white paradigm in reflecting on the broad history of American nation-making, the nation’s rampant racial violence, and civil rights activism.

Andrew Leo Lovato's focus is to understand how outside influences have affected Hispanic cultural identity and how this identity is being altered and maintained. Lovato also analyzes the development of homegrown Hispanic cultural identity in Santa Fe. Looking at the impact of tourism, he asks questions that resonate in any city relying on tourism for its livelihood: When a culture is defined, interpreted, or co-modified by outsiders, are natives of that culture influenced by the outsiders' interpretation? Do outsiders' definitions become part of their self-identity? Lovato begins by reviewing Santa Fe's history, from the Anasazi to the present-day tourist boom. In attempting to define the city's cultural identity, he includes excerpts from interviews with some of New Mexico's intelligentsia. Book excerpt: In 1998, a series of focus groups was held to explore the factors that promote resilience among Hispanic girls. At least 4 focus groups, composed of no less than 6 and no more than 15 participants, were conducted at each of the 6 urban sites. In spite of the variations in Hispanic subgroup membership of the focus group participants, the findings from these sessions suggested one clear, salient conclusion: cultural protective factors play a critical role in buffering Hispanic girls from risky and damaging behaviors, such as delinquency, depression, pregnancy, and substance abuse. This report also offers recommendations to address the serious risks facing Hispanic girls. Focus group participants confirmed the need to develop culturally appropriate programs and messages for Hispanic girls and their parents. They agreed about the importance of involving Hispanic community-based organizations in the design, implementation, and evaluation of any campaign to empower Hispanic girls. (Contains 131 end notes.)
