Book excerpt: " In 2014, 54 percent of traffic fatalities in the United States occurred as a result of a vehicle's leaving the roadway, according to U.S. Department of Transportation's (DOT) data. Roadside safety hardware, such as guardrails, is meant to reduce the risk of a serious crash when leaving the roadway. But in the last several years, a number of serious injuries and deaths resulted from crashes into roadside safety hardware. GAO was asked to review FHWA's oversight framework for roadside safety hardware. This report assesses: (1) how FHWA performs oversight of state policies and practices related to roadside safety hardware; (2) the laboratory crash-testing process and FHWA's oversight of this process; and (3) the extent to which information is available on roadside safety hardware's performance once installed. GAO reviewed federal and state policies, surveyed state DOTs and received 44 responses, and reviewed documentation from nine U.S. crash test labs. "

Book excerpt: The Indiana Department of Transportation (INDOT) has installed guardrail systems on interstate highways and other highways in accordance with a variety of standards throughout the years. Traffic volume has increased and the posted speeds have been raised on most INDOT's interstate highways. Consequently, the characteristics of run-off-the-road (ROR) crashes may have changed. In the meantime, material prices have increased considerably and the guardrail maintenance and crash repair costs have increased accordingly. There is no doubt all these changes will not only greatly affect the ROR crash prediction, but also greatly affect the guardrail benefit/cost analysis. This study examined the current use of roadside guardrails on INDOT intestates, State highways, and US highways, roadways, including types and lengths of guardrails, types and numbers of guardrail end treatments, and field guardrail positions. Based on the records of total 4657 ROR crashes occurred in 2004 and 2006, this study investigated the characteristics of ROR crashes, such as frequencies and locations of ROR crashes, crash consequences (number of vehicles involved, injuries and fatalities), and the effects of main factors, in particular roadway geometrics, seasons and traffic volume, on the highways of different classes. Furthermore, this study investigated the features of vehicle-guardrail crashes, including impact positions and corresponding frequencies and consequences. ROR crash predictions were examined in all aspects in this study, including encroachment rates, crash probabilities, and severity probabilities. It was found that the encroachment rates obtained by this study are less than those in the AASHTO Roadside Design Guide. This study evaluated the issues associated with the guardrail crash repair costs, such as parts costs, labor costs, and equipment costs.

This synthesis describes the current state of the practice for the use of guardrails and median barriers and their crashworthiness. It includes information about the crashworthiness and typical applications of the most common, permanently installed, nonproprietary guardrail and median barrier systems used in the United States today. A significant amount of detail is included in the text to aid the design, selection, and locating processes for safe and effective guardrails and median barriers. The report presents data obtained from a review of the literature and a survey of state DOTs. The synthesis presents a description of the typical longitudinal barriers in use today, including drawings, the extent of their use, and the most recent testing on each guardrail and barrier system, with particular emphasis on NCHRP Report 230 and 350 requirements. In addition, it discusses the maintenance issues, cost constraints, and common problems with each type of barrier. The synthesis only discusses the crashworthiness of guardrails and median barriers; their transitions and terminals are not discussed.
