Book excerpt: This synthesis will be of interest to transportation planners, highway engineers, environmental personnel, highway design engineers, transit planners, highway administrators, and others concerned with the planning, design, and operational features of preferential high- occupancy vehicle (HOV) lanes on highways. Information is provided on the current and proposed state of the practice in North America. This synthesis describes the state of the art with respect to preferential treatment for HOVs on highways. This report of the Transportation Research Board provides information on long-distance facilities, such as barrier-separated, concurrent-flow (separated and nonseparated), and contraflow facilities, as well as on short-distance facilities, such as queue by-pass lanes. Planning, design, and operational features of each treatment are described. The issues and operating results are described, and specific case studies are included.

In addition, available information on other HOV projects located on freeways or in separate rights-of--way is reviewed. The report presents one part of a three-year assessment of HOV projects in North America. Transportation planners are continuing to develop new tools and measures in order to mitigate the negative impacts of highway congestion. High-Occupancy Vehicle (HOV) lanes, a form of managed lanes, have been used in US cities since the 1970's as one such tool (TRB 1998). Transportation planning offices at the federal level have developed manuals to help municipalities conduct planning processes to determine if congested highways within their prospective jurisdictions are good candidates for HOV lanes. This thesis involved conducting some of the prescribed planning processes found in these manuals for an area which has yet to conduct any extensive HOV lane planning process, the Greater Cincinnati, OH area. The highway segment chosen to study is I-75 between the interchange at I-74 and the interchange at I-275. In a sketch planning exercise, used to compare different highway candidates for the future implementation of an HOV lane, the I-75 corridor in Cincinnati proved to be the most suitable in light of four planning criteria. In an alternative planning exercise, used to compare multiple alternatives to see which would provide the greatest impact on a specific highway segment, adding a HOV lane to I-75 was found to yield a higher person throughput than the other two alternatives. Additional factors must be considered and are expanded on in the conclusions, but based on these two positive results, it is argued that the implementation of an HOV lane should be more seriously considered by local transportation planners as a way to mitigate traffic congestion on I-75.

By moving more people in fewer vehicles, the existing infrastructure can be used more efficiently. Operating HOV lanes is not a simple matter however. HOV lanes can be controversial, and the task of making them comprehensible and easy to use is not insignificant. Recognizing the importance of signing and pavement marking strategies on the success of HOV implementation, the Traffic Engineering Division of the Virginia Department of Transportation requested a study of Virginia's HOV facility traffic control strategies. The study includes a literature review of signing and pavement marking for special use lanes, a survey of several states with active HOV programs, and a review of the HOV facilities in Virginia. The literature suggests that the majority of motorist do understand the meaning of the term HOV as well as the use of the diamond symbol that indicates an HOV lane. Motorist confusion occurs when HOV regulations are not consistent across a region, however. Varying the hours of operation or minimum vehicle occupancy increases the signing requirements and places a greater burden on motorists. HOV signs must be clear and state relevant restrictions on use. In addition, other efforts should be undertaken to educate motorists about HOV benefits and requirements for use. Enforcement is critical to the success of HOV programs and should be a coordinated effort between the Department of Transportation and the enforcement agencies.
