The book presents the empirical evidence demonstrating disparities in access to healthy affordable foods across the United States and how these disparities may explain food consumption patterns for some Americans as well as potential risks for diet-related illness. The book describes the current body of research surrounding these associations and presents the methodological issues pertinent to this area of public health. Evidence from these studies is placed in context of current and past American food policies that have supported the existing food retail market including the production and retailing of foods and ways in which the consolidation of the food system has affected Americans. Research conducted regarding local food environments in Canada has also been included as a point of comparison. Methods are discussed as well as the current state of knowledge regarding factors associated with disparities between local food environments, the effect of these disparities on the diets of residents within those communities, and the impact that local food environments have on diet-related health outcomes, such as obesity. Also described are solutions garnered to minimize local food environment inequalities currently being conducted by federal, state, and local government agencies. Although this book focuses on US local food environments, similar issues regarding access to food are concurrently taking place outside of the US. In all chapters, readers are encouraged to critically consider the current research methods as well as recent programs and policies that aim to address local food environments.

Metabolic and physiologic changes that accompany normal aging modify the nutritional requirements of older adults. An examination of evidence is needed to better understand how nutritional status is associated with aging and risk of mortality or chronic disease among older adults. Underpinning many, if not most, nutritional problems in older adults is socioeconomic status. Therefore, understanding access challenges to healthy food, including geographic, financial, and transportation barriers, also is needed to better understand how to meet the nutritional needs of older adults. On October 28-29, 2015, the Food and Nutrition Board convened a workshop, Meeting the Dietary Needs of Older Adults, in Washington, DC. Participants examined factors in the physical, social, and cultural environment that affect the ability of older adults to meet their daily dietary needs. This report summarizes the presentations and discussions from the workshop.

Here, activists and scholars talk about what’s working and what still needs to be done to ensure that everyone has access to readily available, affordable, appropriate, and acceptable food. The approach begins by laying out the basic principles of food security and food justice in light of the diversity of food system practices and innovations in America’s cities. The contributing authors address land access for urban agriculture, debates over city farming, new possibilities in food processing, and the marketing of healthy food. They put these basic elements—land, production, processing, and marketing—in the context of municipal policy, education, and food justice and sovereignty, particularly for people of color. While the path of a food product from its producer to its consumer may seem straightforward on the surface, the apparent simplicity hides the complex logistical—and value-laden—factors that create and maintain a food system. This book helps readers understand how a food system functions and how individual and community initiatives can lessen the problems associated with an industrialized food system.

Book excerpt: In March 2019, the government of the Philippines promulgated a bill called the Rice Tariffication Law (RTL). It has dramatically changed the policy landscape in the rice sector and generated heated debates on how it would affect food security and poverty. This study explores the welfare effects of this reform across different types of households. We rely on the IRRI Global Rice Model to simulate the domestic price effects of the reform (Balié and Valera, 2020) and the Family Income and Expenditure Survey (FIES) to study the welfare impact of these price changes. Our results show that the RTL reduces consumer and producer rice prices, which affects households on the production and the consumption sides. Because a large majority of households are net buyers of rice and the policy reform reduces rice prices, most households benefit from the reform. Overall, the effects of the reform on poverty are beneficial. The poorest quintiles are positively affected, while the richest quintiles are unaffected or slightly worse-off. Spatially, the poorest regions also benefit the most. However, the rice growers who are net sellers are negatively impacted. The government should seek to mitigate the negative effects on non-competitive rice growers. Investments in public goods and services are a promising option to ease the emergence of on-farm and off-farm businesses as more profitable alternatives to rice production.

Building on research from the Biodiversity for Food and Nutrition Project (BFN), which aims to better link biodiversity, diets and nutrition, the book presents a multi-country, cross-sectoral analysis of initiatives that have promoted local food biodiversity in four countries: Brazil, Kenya, Turkey and Sri Lanka. This book offers a comprehensive summary of the BFN Project results in each of the four countries along with lessons learned and how this work could be upscaled or applied in other regions. It argues that the strategic promotion and use of food biodiversity is critical in uniting attempts to address conservation, nutrition and livelihood concerns. The book is structured around chapters and case studies encompassing the BFN Project with specific experiences related by partners who played key roles in the work being done in each country. By offering a comparative view capable of furthering dialogue between the respective countries, it is also meant to connect the individual cases for a “greater than the sum of its parts” effect. Broadly stated, law can provide structure for firms responding to forces that pull transition by enabling sustainability leadership and competitive advantage through funding models, intellectual property rights and collaboration means. Additionally, law can work to push transition by compelling firms to act through regulatory structures, accounting and governance mechanisms.

The stories presented in this book are grounded in contemporary theoretical debates on neoliberalism, diverse economies, food justice, community and inclusion, and social innovation, and help to sharpen these as conceptual tools for interrogating community food initiatives as sites of both hope and trouble.
