Book excerpt: This briefing reviews the experiences of minorities and indigenous peoples in Egypt during the Covid-19 pandemic, including their living conditions and access to public health services. In particular, it focuses on the experiences of Nubians, Bedouins and Amazigh in the border regions of Aswan, Sinai and Matrouh. While the dispatch of mobile health clinics to the most neglected areas can provide some relief, there is still an urgent need to address the root causes of the health care crisis. New policies addressing both education and health in those areas can help to resolve the issues most effectively. For minority and indigenous communities resident there, who already contend with high levels of poverty and marginalization, the need is especially acute. In all three regions, despite a general surge in spending on health care across the country, many shortcomings remain. The briefing closes with a set of recommendations to address these challenges, focused on targeted prioritization measures in border regions, greater attention to training and capacity building of local personnel, as well as sustainable delivery, with more budget dedicated to staff development and service improvements.

Book excerpt: The COVID-19 crisis may lead to a 1.1 percent decline in Egypt’s GDP during the 4th quarter (April to June) of the 2019/20 fiscal year, compared to the same quarter in 2018/19. Without the Government of Egypt’s COVID-19 emergency response package, GDP in Q4 may have declined by 8.7 percent. Tak-ing the emergency response pack-age into account, we estimate an annual growth rate of 3.8 percent for FY 2019/20. Without the emer-gency response package, annual growth for FY 2019/20 may have been as low as 1.9 percent. The services sector is hit hardest, falling by 10.9 percent, followed by industry at -8.3 percent. Agriculture is the most resilient sector. However, these losses are lower than those expected in comparable countries, especially those that resorted to extended periods of full lockdowns. Impacts on Egypt’s agri-food system are less severe than elsewhere in the economy. Most damage will occur in nonfarm components of the agri-food system due to falling consumer demand. Although higher-income households face the largest income losses, lower-income households also will see their incomes decline significantly. The level of social protection required to fully offset the income losses of poor households is likely to be prohibitive, especially given falling revenues from reduced economic activity. Continuing to gradually open the economy again will be critical for avoiding permanent job losses and increases in poverty for the coming year. The process of re-opening the economy may also provide opportunities for fostering more private sector-driven and sustainable economic transformation.

Part of this role includes producing the official economic and fiscal forecasts. This report sets out forecasts for the period to 2015-16. The report also assesses whether the Government is on course to meet the medium-term fiscal objectives and presents preliminary observations on the long-run sustainability of the public finances. Since the June forecast, the UK economy has recovered more strongly than initially expected. The GDP growth was greater than expected in both the 2nd and 3rd quarters, but that unemployment levels have risen to levels that the June forecast did not anticipate until the middle of 2012. In general the world economy has also grown more strongly. CPI inflation has remained slightly higher than expected in June, whilst public finances have performed as forecast. The interest rates on UK debt are lower than in June. The OBR forecasts that the economy will continue to recover from the recession, but at a slower pace than the recoveries of the 1970s, 1980s and 1990s. The publication is divided into 5 chapters with two annexes.

The economic cost of violence is rising too: the global economic impact of violence is a staggering USD 13.6 trillion, equivalent to 13.3% of Global GDP. And civilians, especially children and women, are most at risk. States of Fragility 2016: Understanding Violence takes a long hard look at violence in the world – and what we should do about it. The report showcases emerging thinking about violence, presents a new risk-based approach to monitoring various dimensions of fragility, and looks at financial flows in support of fragile contexts.
