Book excerpt: Recognizing that the story of Negro participation in military service during World War II was of national interest as well as of great value for future military planning, the Assistant Secretary of War in February 1944 recommended preparation of a book on this subject. The opportunity to undertake it came two years later with the assignment to the Army's Historical Division of the author, then a captain and a man highly qualified by training and experience to write such a work. After careful examination of the sources and reflection Captain Lee concluded that it would be impracticable to write a comprehensive and balanced history about Negro soldiers in a single volume. His plan, formally approved in August 1946, was to focus his own work on the development of Army policies in the use of Negroes in military service and on the problems associated with the execution of these policies at home and abroad, leaving to the authors of other volumes in the Army's World War II series, then taking shape, the responsibility for covering activities of Negroes in particular topical areas. This definition of the author's objective is needed in order to understand why he has described his work "in no sense a history of Negro troops in World War II." Writing some years ago, he explained: "The purpose of the present volume is to bring together the significant experience of the Army in dealing with an important national question: the full use of the human resources represented by that 10 percent of national population that is Negro. It does not attempt to follow, in narrative form, the participation of Negro troops in the many branches, commands, and units of the Army. . . . A fully descriptive title for the present volume, in the nineteenth century manner, would read: 'The U.S. Army and Its Use of Negro Troops in World War II: Problems in the Development and Application of Policy with Some Attention to the Results, Public and Military.'" Thus, in accordance with his objective, the author gives considerably more attention to the employment of Negroes as combat soldiers than to their use as service troops overseas. Even though a large majority of the Negroes sent overseas saw duty in service rather than in combat units, their employment in service forces did not present the same number or degree of problems.

Book excerpt: As long ago as 1957, U.S. Army Special Forces soldiers were in the Republic of Vietnam. going about their business of training, advising, and assisting members of the Vietnamese Army. Despite the old Army witticism about never volunteering for anything, the Special Forces soldier is. in fan, a double volunteer, having first volunteered for airborne training and then again for Special Forces training. From a very meager beginning but sustained by a strong motivation and confidence in his mission, the Special Forces soldier has marched through the Vietnam struggle in superb fashion. In 1957 some fifty-eight Vietnamese soldiers were given military training by Special Forces troops. Ten years later the Special Forces were advising and assisting over 40,000 paramilitary troops, along with another 40,000 Regional Forces and Popular Forces soldiers. This monograph traces the development and notes the progress, problems. successes, and failures of a unique program undertaken by the U.S. Army for the first lime in its history. It is hoped that all the significant lessons learned have been recorded and the many pitfalls of such a program uncovered. I am responsible for the conclusions reached, yet my thought processes could not escape the influence of the many outstanding officers and men in the Special Forces who joined in the struggle. Particularly, I must lake note of the contributions of the Special Forces noncommissioned officers, without question the most competent soldiers in the world. With the withdrawal of the Special Forces from Vietnam in 1971, the Army could honestly lay claim to a new dimension in ground warfare-the organized employment of a paramilitary force in sustained combat against a determined enemy. I know I speak for my predecessors and successors in claiming that the 5th Special Forces Group (Airborne) was the finest collection of professional soldiers ever assembled by the U.S. Army, anywhere, anytime. This book develops the lineage from Armies of the ancient world to today's modern Armies in a rather concise and insightful manner. Sir John Hackett focuses a lot on the relationship between the military forces and the countries they represent on the battlefield. He also offers some interesting opinions about training future leaders in the Armed Services based on his vast military experience and career. I thoroughly enjoyed this book (it has many interesting photos and prints throughout the text), although it is written from a European (the author is British) perspective. The author does devote some time to the US Army, but his main focus is the European military system. Therefore, if you are looking for a book about how the American Army has changed over time, I do not recommend this one. On the other hand, I do recommend this book for anyone wanting to learn more about how the profession of arms has developed over time. It would make a fine addition to your military history library if you have one, or serve as a great first addition, if you are thinking of starting one. -- website.
