Book excerpt: This chapter examines the deep relationship existent between socio-economic transformation, welfare state restructuring and happiness, in the specific context of the Russian transition, highlighting not only the psychological repercussions of the economic, political and social change that has occurred since 1989, but also its consequences for public and social policies. The chapter aims to find a response to the following key questions: What is the role of the Russian welfare state in the reduction of unhappiness? Can welfare institutions play a role at all? Or does happiness simply remains a matter confined to the private sphere of the individual? As it will be shown, the transition from communism to capitalism has affected different social groups in different ways resulting in clear winners and losers of transition. The impact to the level of happiness of citizens has, as a result, been different. Citizens who have suffered more from the restructuring of the economy (such as those who have lost their job or were employed in non-strategic state-owned enterprises) have not simply been the ones more vulnerable to poverty, income inequality and social exclusion, but are also the ones more likely to live an unhappy life. Public and social policies can, in this context, do much to increase the quality of life of Russian citizens. Firstly, public and social policies can help individuals to fulfill their personal aspirations, facilitating their entrance in the labour market. Secondly, public and social policies can help to improve the performance of the economy by increasing the human capital of the citizens, and, thus, fostering the adaptation of the individuals' obsolete skills to the new requirements of post-industrial and knowledge-based society. Thirdly, public and social policies can also play an important stabilizing function helping to consolidate the democratic institutions recently established.

Book excerpt: This open access edited volume is a comparative effort to discern the short-term educational impact of the covid-19 pandemic on students, teachers and systems in Brazil, Chile, Finland, Japan, Mexico, Norway, Portugal, Russia, Singapore, Spain, South Africa, the United Kingdom and the United States. One of the first academic comparative studies of the educational impact of the pandemic, the book explains how the interruption of in person instruction and the variable efficacy of alternative forms of education caused learning loss and disengagement with learning, especially for disadvantaged students. Other direct and indirect impacts of the pandemic diminished the ability of families to support children and youth in their education. For students, as well as for teachers and school staff, these included the economic shocks experienced by families, in some cases leading to food insecurity and in many more causing stress and anxiety and impacting mental health. Opportunity to learn was also diminished by the shocks and trauma experienced by those with a close relative infected by the virus, and by the constrains on learning resulting from students having to learn at home, where the demands of schoolwork had to be negotiated with other family necessities, often sharing limited space. Furthermore, the prolonged stress caused by the uncertainty over the resolution of the pandemic and resulting from the knowledge that anyone could be infected and potentially lose their lives, created a traumatic context for many that undermined the necessary focus and dedication to schoolwork. These individual effects were reinforced by community effects, particularly for students and teachers living in communities where the multifaceted negative impacts resulting from the pandemic were pervasive. Book excerpt: This paper examines the origins and use of the concept of Gross National Happiness (or subjective well-being) in the Kingdom of Bhutan, and the relationship between measured well-being and macroeconomic indicators. While there are only a few national surveys of Gross National Happiness in Bhutan, the concept has been used to guide public policymaking for the country’s various Five-Year Plans. Consistent with the Easterlin Paradox, available evidence indicates that Bhutan’s rapid increase in national income is only weakly associated with increases in measured levels of well-being. It will be important for Bhutan to undertake more frequent Gross National Happiness surveys and evaluations, to better build evidence for comovement of well-being and macroeconomic concepts such as real national income.

Happiness, they might say, is an ''unscientific'' concept. This is the first book to establish empirically the link between happiness and economics--and between happiness and democracy. Two respected economists, Bruno S. Frey and Alois Stutzer, integrate insights and findings from psychology, where attempts to measure quality of life are well-documented, as well as from sociology and political science. They demonstrate how micro- and macro-economic conditions in the form of income, unemployment, and inflation affect happiness. The research is centered on Switzerland, whose varying degrees of direct democracy from one canton to another, all within a single economy, allow for political effects to be isolated from economic effects. Not surprisingly, the authors confirm that unemployment and inflation nurture unhappiness. Their most striking revelation, however, is that the more developed the democratic institutions and the degree of local autonomy, the more satisfied people are with their lives. While such factors as rising income increase personal happiness only minimally, institutions that facilitate more individual involvement in politics (such as referendums) have a substantial effect. For countries such as the United States, where disillusionment with politics seems to be on the rise, such findings are especially significant. By applying econometrics to a real-world issue of general concern and yielding surprising results, Happiness and Economics promises to spark healthy debate over a wide range of the social sciences.

Participants at the conference were allowed to submit their papers for the present volume. The submitted manuscripts went through a review and revision process, and the papers in this book represent the best articles from that process. Because the society sponsoring this volume is international in character, it is not sur prising that the 11 contributions are from 4 different countries: Canada (3), India (1), Netherlands (3), and the United States (4). Thus, the volume is cross-national in authorship, although we hope that future works can include more papers from additional nations. Ten of the eleven papers consider quality of life in terms of some aspect of subjective well-being. The book is broken into three sections: the first section presenting material on broad theories of subjective well being, the second section covering how work and income are related to subjective well-being, and the third section containing one chapter on health and one on political representation. I am proud to present these broad-ranging chapters on quality of life.
