Book excerpt: "Food losses and waste (FL&W) in the Near East & North Africa (NENA) region are high and contribute to reduced food availability, aggravated water scarcity, adverse environmental impacts and increased food imports, in an already highly import-dependent region. This document outlines a Regional Strategic Framework for reducing food losses and waste in the region. It responds to the FAO NERC-31 (in May 2012) recommendation calling on FAO to 'assist member countries in addressing the key challenges of reducing food waste and losses by conducting comprehensive studies on impact of food losses and waste on food security in the region and in establishing a plan to reduce food losses and waste in the region by 50% within 10 years'. The strategic framework was endorsed by the FAO NERC-32 in February 2014. This strategic framework has direct links to FAO's 'Global Initiative on Food Loss and Waste Reduction' with respect to vision, objectives and aims, but recognizes the unique characteristics of the NENA region in the actions being recommended. The components of the strategic framework are based on the region's socio-economic context, gaps in combating FL&W, and availability of resources. They are also based on the various efforts and contributions that have been accomplished, especially since NERC- 31, including important national and regional consultations, intensive awareness and advocacy mechanisms, networking platforms, a regional study, and national and regional technical support especially with regard to improvement of value chains, value addition, cold chain, and quality and safety management for the different food sectors in the region. Such efforts have already led to actions by member countries, namely the adoption of national initiatives to reduce FL&W in Egypt and Kingdom of Saudi Arabia, and some very important measures in other countries such as Iraq, Iran, United Arab Emirates (UAE), and Tunisia. Implementation of the strategic framework would require the participation and cooperation of all actors in the food supply chain in addition to government agencies, NGOs, civil society institutions and local communities. Formative and summative evaluation processes would need to be carried out during the implementation process, including key indicators of losses and waste reduction as indicated in the objectives of this strategic framework. This document is intended to provide a strategic framework to FAO/RNE member countries to guide FL&W reduction through national strategic action plans and regional collaborative efforts."--Page v

Beyond quantity estimates, however, less is known about the impacts on farmers, food prices, food availability, and environment of reducing food loss and waste. On October 17, 2018, the National Academies of Sciences, Engineering, and Medicine organized a workshop to examine key challenges that arise in reducing food loss and waste throughout the supply chain and discussed potential ways to address these challenges. This publication summarizes the presentations and discussions from the workshop.

It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Book excerpt: We study post-harvest losses (PHL) in important and rapidly growing rural-urban value chains in Ethiopia. We analyze self-reported PHL from different value chain agents – farmers, wholesale traders, processors, and retailers – based on unique large-scale data sets for two major commercial commodities, the storable staple teff and the perishable liquid milk. PHL in the most prevalent value chain pathways for teff and milk amount to between 2.2 and 3.3 percent and 2.1 and 4.3 percent of total produced quantities, respectively. We complement these findings with primary data from urban food retailers for more than 4,000 commodities. Estimates of PHL from this research overall are found to be significantly lower than is commonly assumed. We further find that the emerging modern retail sector in Ethiopia is characterized by half the level of PHL than are observed in the traditional retail sector. This is likely due to more stringent quality requirements at procurement, sales of more packaged – and therefore better protected – commodities, and better refrigeration, storage, and sales facilities. The further expected expansion of modern retail in these settings should likely lead to a lowering of PHL in food value chains, at least at the retail level.

Book excerpt: The target of the Sustainable Development Goal 12.3 calls for halving per capita food loss and waste (FLW) by 2030. During the past decade, the reduction of FLW gained much attention from research in its context of food security and environmental impact. Worldwide, in developed and less developed countries governments and supply chain stakeholders are putting in effort to achieve this goal along supply chains and across product categories. What can be learned from these efforts? In this paper interventions to reduce FLW are discussed, with a focus on Low- and Middle-Income Countries (LMIC) in Sub-Saharan Africa and South East Asia – countries with high losses in early stages of food value chains. Interventions are characterized, structured and evaluated based on literature and a framework is presented to evaluate their effectiveness and context appropriateness to prevent FLW at the local, regional, and national levels, by focusing on factors determining the likelihood of an FLW-reducing intervention being successfully adopted. This paper illustrates the framework using four case studies from Nigeria, Benin, and Indonesia. An important consideration for FLW interventions within the LMIC context, is the observation that economic drivers are predominant over other considerations on feasibility and implementation. This publication is intended to support the scientific and practitioners’ communities as well as governmental organisations with insights on the design of interventions within the setting of LMICs.

Book excerpt: In recent years, several major drivers have put the world off track to ending world hunger and malnutrition in all its forms by 2030. The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.

In low- and middle- income countries, much of the food supply is never tested for safety hazards. We analyze data from 1500 maize samples and associated consumer surveys collected from clients of small-scale hammer mills in rural Kenya. We find that while visible damage to maize is penalized by lower prices, there is no correlation between price and aflatoxin, a carcinogenic fungal contaminant, implying an absence of market incentives to manage this aspect of food loss. Aflatoxin contamination is, however, correlated with consumer perceptions of quality, especially for self-produced maize, suggesting an information asymmetry that could lead to inefficiencies in this market.

In line with its commitment to the global Sustainable Development Goal Target 12.3 of halving food waste by 2030, the European Union (EU) has implemented an extensive action plan to tackle this problem. In the EU, and many other parts of the world, most food waste occurs at the consumption stage. In order to tackle this hotspot of food waste generation, the European Consumer Food Waste Forum (ECFWF) - a pilot project involving experts from diverse backgrounds - has identified six intervention types to reduce consumer food waste, as well as recommendations for policymakers and other key players. The document, presented as a compendium, shows the main findings of this work, emphasizing the importance of taking a systemic approach that considers the key drivers and levers of change when targeting food waste reduction at the consumer level. It brings together tools, best practices and recommendations which policymakers, researchers, businesses, and practitioners can draw on to take action to reduce consumer food waste, in cooperation with other stakeholders. The compendium encourages collaboration and concrete actions to address food waste and promote the establishment of sustainable food systems.
