Parameters have changed; new handicaps as well as new opportunities have been created for countries. Turkey as a neighbor of former USSR, a member of NATO and located at the center of a sensitive region covered by Caucasus, Balkans and Middle East, has been affected by the end of Cold War radically. Turkey has lost some of her bargaining cards in the new era and therefore has needed new arguments. This need encouraged Turkey to take active steps in Post Cold War era. This book analyzes Turkey s relations with US, EU, Balkans, Middle East, Caucasus, Central Asia, Russia, China and Japan. At the same time, effects of economic crises and domestic developments on foreign policy, Turkish model in Turkish foreign policy, water conflict and Kurdish problem are analyzed as well. To conclude, it is possible to argue that although Turkey lost some of her bargaining cards in Post Cold War era, new developments pushed Turkey to the center of world politics rather then to periphery. Book excerpt: During the Cold War era, relations between Greece and Turkey attracted the interest of the two superpowers, affected the objectives of the European Community and NATO and were regularly discussed within United Nations channels. Whereas existing studies on Greco-Turkish relations tend to focus on the various disputes between the two states of the Eastern Mediterranean and illustrate how continuous antagonism and aggression have dominated their interstate affairs, 'Greece and the American Embrace: Greek Foreign Policy Towards Turkey, the US and the Western Alliance' concentrates on the prospect of foreign intervention during the Cold War and considers the events and facts that brought about the conflict in the first place. Although a significant number of studies imply, or clearly support, the potential for foreign interference in Greece's domestic political environment and external affairs and the related conspiracy theories, few have exclusively concentrated their interest in exploring these allegations. Greece's relations with external powers constituted colourful events in contemporary history and became determining factors in the formation of Greek foreign policy. In fact, the assumption that the role of external powers was highly influential granted all the omnipresent advocates of 'conspiracy theories' a unique opportunity to call for Greece's disengagement from the western camp. Kassimeris makes extensive use of all relevant documentation to challenge the issue of 'foreign intervention' and the ways in which it encouraged speculation with regard to the objectives of Greek foreign policy, while also undermining the relationship between Greece and her western allies. Previously unpublished sources from the Congressional Reports, Karamanlis Archives, National Security Study Memorandums, Greek Parliamentary Proceedings, UN Resolutions and the US Department of State Documents are also included.

Kofa's analysis, however, is equally significant for United States history because it was on Greek soil that American counterinsurgency, pacification, and containment tactics were evolved, tested, and later applied elsewhere in the Third World. Those who seek meaningful reappraisal rather than beguiling rationalization might well begin with this study, solidly grounded on all available sources. It presents a revisionist perspective regarding both the economic and the political development of Greece under American tutelage. The declared objective of the economic aid was to avoid restructuring of the Greek economy, and to preserve Greece as an exporter of raw materials and an importer of manufactured goods. Kofas asserts that an alternative program similar to that of the northern Balkan countries was feasible, and that failure to undertake such a program is vulnerable of today's Greek economy. Likewise in the political realm, Kofas rejects the Washington dogma that Greece has to be in either the Soviet or the American camp, and therefore must be in the latter. Kofas proposes as a &"plausible alternative&" a social-demographic regime that, in addition to socioeconomic reforms at home, could have pursued abroad a pro-Greek rather than a pro-Soviet or pro-American course. The victory of the American-supported forces in Greece obscured this alternative vision for decades. Yet it was persistently propounded, in the face of discouraging odds, by a variety of centrist and leftist leaders. With the coming to office of Andreas Papandreou, this vision has become official policy in Athens. Furthermore, assorted versions of this alternative strategy are cropping up globally, which is the underlying reason why the Third World today is out of control. And also why superpower doctrines and projects not recognizing this indisputable and irreversible fact are experiencing difficulties as embarrassing as they are predictable. The evolving EU and NATO have been remarkable initiatives for their member and candidate states. The study considers that Greek foreign policy is mostly defined within the EU framework. Moreover a set of threats and risks come to the security agenda of states with the effects of globalization. This study tries to analyze continuity and change in Greek security perceptions and priorities in the Post-Cold War period and examines whether or not Greece sees the EU as a security provider. It is concluded that the end of the cold war did not lead to a remarkable change in Greek security perception and priorities and Turkey is perceived to remain the main “challange” to Greek security. Thus, Greece actively tries to use the EU as a security provider vis-a-vis Turkey as the process of EU’s deepening and enlargement gains impetus.
