Book excerpt: The release of NAVADMIN 263/18 and the 2018 Education for Seapower Final Report marked a dramatic departure from the status quo of graduate education in the naval profession. The Navy will be placing renewed emphasis on in-residence graduate education, with mandatory attendance requirements for future groups of officers. This project examines the mismatch between graduate education objectives as they currently exist and the core competencies required of due-course tactical aviation officers in order to meet the needs of naval aviation leadership and align graduate education efforts with Education for Seapower objectives. Research methods focus on analyzing language contained in promotion and screen board guiding documents to derive core competencies by integrating and building upon relevant core competency literature.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.In examining this problem, we chose to limit our scope to the tactical aviation (TACAIR) component of the larger Naval Aviation Enterprise. Specifically, we chose to target officers who would be most affected by these policy changes and who would have the greatest potential for organization-wide impact after their in-residence graduate education experience. Therefore, the group of officers we identified is considered due-course by the community, meaning they are being groomed for command billets and are in the O-4 pay grade immediately preparing for, or have just completed, an operational department head tour. This group of officers was chosen not only for its promotion potential but also because their career timing at those junctures is optimal for an in-residence graduate education program. We built upon and integrated the relevant body of knowledge for deriving an organization's core competencies. Our research methods included reviewing current and historical organizational documentation in the form of statutory promotion and operational screening board guiding documentation. Such documentation included Secretary of the Navy Precepts, Convening Orders, Lessons Learned products, and selected Naval Aviation-specific vision and strategy documents.

It is also increasingly the means by which the Nation develops a diverse and highly technical Science Technology Engineering and Mathematics (STEM) professional workforce. The view that graduate education in STEM disciplines is an essential asset for achieving national priorities is one of the foundational principles for the "Federal STEM Education 5-Year Strategic Plan." The primary purpose of this Strategic Framework for Investments in Graduate Education is to state the Foundation's goals in supporting graduate education, and to formulate a set of strategic objectives that describe the ways that NSF plans to meet those goals. The first section of this framework describes the rationale for its creation and outlines the coordination strategy for its development and implementation. The next section discusses the importance of graduate STEM education to the Nation's scientific discovery and innovation. It presents the need to better prepare students for today's jobs and those of the future, and summarizes the primary challenges facing graduate education. The framework then presents three goals that serve as the foundation of the NSF investments in graduate education, along with a set of strategic objectives for these investments: (1) Advance Science and Engineering (S&E) Research; (2) Broaden Participation to Promote Excellence in Research and Build the Next Generation STEM Workforce; and (3) Build Effective Models of Graduate Education and Workforce Development. Five strategic objectives demonstrate how the Foundation will advance these goals over the next five years. The following are appended: (1) NSF Investments in Graduate Education; (2) Selected Contributing Programs for Strategic Objectives; and (3) Issues for Further Discussion.

To achieve this goal, the Consortium developed a framework of 10 teaching competencies organized around three overarching questions:• What do graduate students need to achieve by the end of their graduate education to be successful teacher-scholars?• What do graduate students need to understand about higher education to have successful careers as educators?• What do graduate students need to do to be successful teachers during their graduate student careers?Although much work has been done to identify the competencies of effective teachers in higher education, only a small portion of this work has been conducted with graduate student instructors. This is an important area of research given that graduate students are critical in the higher education academic pipeline. Nationally, graduate students teach between 25% and 50% of courses offered at the undergraduate level. Graduate student teaching is also critical because during early teaching experiences teachers establish a teaching style and set of teaching skills, which will endure as graduate students enter the professoriate.It is important to develop a teaching competency framework that is specific to graduate student instructors as they often have unique needs and roles as teachers. For example, graduate student instructors are in the unique position of becoming experts in their field concurrent with learning to teach. Moreover, as many professional development programs for graduate student instructors evolve based upon factors such as available resources and perceived needs of graduate students, this framework will be a useful aid for thoughtfully designing strategic, evidence-based, comprehensive professional development opportunities and programs.
