Book excerpt: A fi xed federal allocation of $3.7 billion and a minimum of $2.7 billion in state and county "maintenance-of-effort" (MOE) funds provide support for CalWORKs and related programs.3 The policy changes enacted at the state and federal levels shifted the focus of welfare from providing cash assistance to helping low-income families overcome barriers to employment and move toward self- suffi ciency. [...] CalWORKs Spending Has Declined as a Share of the State Budget CalWORKs spending has declined as a share of the state budget as the number of families receiving cash assistance dropped from a peak of 932,345 in March 1995 to 462,686 in December 2007 (50.4 percent). [...] One analysis concluded that implementation of full-family sanctions in Texas has not led "to compliance with the rules, but to expulsion from the program."29 Policymakers Should Explore Alternative Approaches to Help Meet Federal Work Participation Requirements The Legislature likely will have to consider additional CalWORKs changes in order to meet the required work participation rate and thereby. [...] The Governor's 7 proposals, although partially aimed at helping the state to meet federal work participation requirements, would undermine one of the strengths of the CalWORKs Program - providing aid for children whose parents have lost or are ineligible for cash assistance.30 In contrast, policymakers should explore alternative approaches to help boost the state's work participation rate, while b. [...] The FFY 2009 estimate is lower because it assumes that California will receive a credit for spending above the minimum MOE level - the last year for which the state is likely to receive such a credit given the restrictions on such spending included in the DHSS regulations, as discussed above.

Book Welfare Reform in California

Download or read book Welfare Reform in California written by Jacob Alex Klerman and published by RAND Corporation. This book was released on 2001 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: An executive summary of RAND MR-1358-CDSS, Welfare Reform in California: Early Results from the Impact Analysis. The study examines the effects of the California Work Opportunity and Responsibility to Kids (CalWORKs) program on work activity participation rates of welfare recipients, welfare caseloads, and outcomes for welfare leavers. It describes outcomes under CalWORKs through approximately the summer of 2000 and begins the process of explaining the observed variation in outcomes through time, between California and other states, and among California's counties. Analyses of national data (administrative data on caseloads and national survey data on household income) and statewide data (on caseloads, employment, and earnings) show almost uniform improvement in outcomes in California since the implementation of CalWORKs. While the CalWORKs reforms appear to have been responsible for some of that improvement, the robust economy and other policy changes were probably also important. The rest of the nation has experienced similar improvements in outcomes.

Download or read book The State Small Business Credit Initiative SSBCI written by Marcus Powell and published by Nova Science Publishers. This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The SSBCI provides funding to states, territories, and eligible municipalities to expand existing or to create new state small business investment programs, including state capital access programs, collateral support programs, loan participation programs, loan guarantee programs, and venture capital programs. This book examines the SSBCI and its implementation, including Treasury's response to initial program audits conducted by the U.S. Government Accountability Office and Treasury's Office of Inspector General. These audits suggested that SSBCI participants were generally complying with the statute's requirements, but that some compliance problems existed, in that, the Treasury's oversight of the program could be improved; and performance measures were needed to assess the program's efficacy.
