The proceeds of often indiscriminate logging and sale of forest and plantation concessions have enriched the country's ruling elite but cost its rural population dearly. It was, moreover, a process in which foreign aid donors were deeply involved, even if the outcome was contrary to their intentions. The tragedy of Cambodia's forests has received much international publicity from environmental NGOs but far less scholarly treatment. That deficiency is now addressed by this detailed and sophisticated case study of how externally sponsored reform agendas can be manipulated by domestic elites.

Cambodia is now at a critical juncture with competing goals of retaining 60 percent of its land area under natural forest versus stimulating economic growth through leasing interactive tracts of forest lands and protected areas to commercial concessions. While the National Community Forestry Program expanded rapidly in recent years, it must compete with economic forces that are transforming the forests of Southeast Asia into agro-industrial plantations and mining concessions. Community forestry represents a viable strategy for alleviating poverty among the rural poor and conserving Cambodia's rich forest heritage.

The purpose of this study is to investigate the depletion of ecosystem resources in Cambodia in general and the depletion of the forest resource in Cambodia in particular and is the main focused area of this research work. This study points out several reasons to the unsustainable ecological environment in Cambodia. This has been identified in this research work that beside of forest resource, other resources (renewable) for example mammals, birds, fish, plants, reptiles, amphibians, wildlife and bio diversity has been in the state of unsustainability. This study has found that Cambodia is still in a critical stage from the urban sustainable development perspective. The Cambodia government, political leaders, army and other authorities are not doing enough to stop depletion of forest resources.

Forests and People presents a comprehensive analysis of the rights-based agenda in forestry, connecting it with existing work on tenure reform, governance rights and cultural rights. As the editors note in their introduction, the attention to rights in forestry differs from 'rights-based approaches' in international development and other natural resource fields in three critical ways. First, redistribution is a central demand of activists in forestry but not in other fields. Many forest rights activists call for not only the redirection of forest benefits but also the redistribution of forest tenure to redress historical inequalities. Second, the rights agenda in forestry emerges from numerous grassroots initiatives, setting forest-related human rights apart from approaches that derive legitimacy from transnational human rights norms and are driven by international and national organizations. Third, forest rights activists attend to individual as well as peoples' collective rights whereas approaches in other fields tend to emphasize one or the other set of rights. Forests and People is a timely response to the challenges that remain for advocates as new trends and initiatives, such as market-based governance, REDD, and a rush to biofuels, can sometimes seem at odds with the gains from what has been a two decade expansion of forest peoples' rights. It explores the implications of these forces, and generates new insights on forest governance for scholars and provides strategic guidance for activists.

Cooperation on a global scale is not only commendable, it is essential if solutions to the problems facing the world's forests are to be found. To achieve this, modern science needs to draw a clearer picture of relationships between forests, human activity, and the environment, and of the consequences of environmental change for the societies' development and growth. There are several - partly intermingled - evolutionary forest transitions underway: the slow transition from forest area decrease to an increase in the North while deforestation and degradation continues in the South. Although not all deforestation is considered negative, serious social, economic, and environmental costs may be associated with excessive deforestation. Deforestation control is just the first step on the stony path towards sustainable forest management. The forest management transition refers to the shift in the utilization towards managed semi-natural, secondary forests and plantation forests. There are some signs in the North of the forest paradigm shift from sustainable yield to forest ecosystem concepts. How deforestation can be tackled and how these concurrent transitions are effected will have profound implications for the future. These processes involve several challenges with South-North dimensions. A search for an optimum mix of public policies and markets is a global priority both as a forest policy issue and as an inter-sectoral item on the political agenda. Deforestation and transition is discussed here by a team of 14 scientists from both the North and the South. This analytical work is being undertaken as part of a broader effort of the World Bank to provide guidance to the RGC on managing its natural capital through landscape approaches. By focusing on the Pursat River Basin in the Cardamom Mountains, the case study presented in this report is intended to provide a practical illustration of how the ecosystem services that are provided by a forest can be valued and then compared to the benefits that would otherwise be obtained if the forest was converted to other uses. The study provides evidence of the importance of forests in providing ecosystem services that are important for Cambodia's economy as well as for the country's climate and disaster resilience. The results therefore intend to help the RGC quantify and communicate the value of its natural capital to Cambodia's economy.
