The book is based largely on the results of the research project 'Co-operative Agreements in Agriculture as an Instrument to Improve the Economic Efficiency and Economic Effectiveness of the European Water Policy', which was supplemented for specific issues by key experts. The research was partly funded by the European Commission under the Specific RTD Programme in the Field of Environment and Climate (Contract No. ENV4-CT98-0782) and partly by the Ministry of Agriculture, Nature Management and Fisheries in the Netherlands, the Environment Agency in England and Wales, the UK Ministry of Agriculture, Fisheries and Food, and the Government of the German Bundesland North Rhine Westphalia. Adaptive Governance and Water Conflict investigates new types of water conflicts among users in the seemingly water-rich Eastern United States. This is due to population increase, over-consumption of water, especially in agriculture, climate change and various forms of water pollution. The issue becomes more complicated in transboundary water catchments that cover almost half of the world’s land surface, with about 60% of global river flow and 40% of the world’s population. Also, in many parts of the planet, like Saharan Africa, population depends on groundwater resources located in transboundary aquifer systems. These facts illustrate the importance of the book's subject, which is the governance of transboundary waters, both surface and groundwater. The book is written by two distinguished scientists, who, having worked in various international institutions, like UNESCO, GEF, UNEP and at the European Commission, have both an extended expertise on how to bridge the gap between science and political decision-making, which is the main factor for an effective governance of water resources. What is new in the book is the integrated analysis of transboundary governance of both surface water and groundwater, as it occurs in reality. In current literature, groundwater is still often missing for the benefit of surface water or, on the contrary, it is treated separately from surface water. The most important feature of the book is to distinguish between the real and a "good" or an effective transboundary water governance and to provide practical tools, methodologies and examples for its implementation in the field. Water accounting is not a new idea, yet it is an alarmingly simple one. It is about quantifying water resources and uses of water, much like financial accounts provide information on income and expenditure. Interest in water accounting is based on the premise that ‘We cannot plan and manage what we do not measure’ – a statement that few would disagree with. However, given the current focus on water as a precious and limiting resource, the risks of extreme floods and droughts, and water’s central role in the 2030 Agenda, it is difficult to understand why so little attention is given to water accounting and to making sure we have enough water. Indeed, estimates suggest that by 2050, if we continue with our current approach to water management, global water demand will exceed supply by over 40%, which would put at risk 45% of global GDP, 52% of the world’s population, and 40% of grain production (WWDR, 2016). This concern is supported by the World Economic Forum that consistently ranks water crises as a top global risk (WEF, 2015). Reports from South Africa (January 2018) suggesting that Cape Town may be the world’s first major city to face the prospect of running out of water following severe drought, is a timely ‘wake-up call’ for everyone to focus on accounting for water.

The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Institutions and governance frameworks need to provide for the rights of access, rights of ownership, rights to manage source and treated water and the obligations of final use of recycling operations.
