Book excerpt: 2007b: 115 ff.; Jansen 2007c: 236 ff.). “Governance patterns” here means a chain of interconnected mechanisms which can be observed empirically. “Governance p- terns” can be roughly de?ned as “complex regulatory structures coordinating the actions of interdependent actors”. Governance patterns can relate to hierarchical as well as to lateral coordination mechanisms. Enforcement can be based on law, p- fessional norms or informal and implicit norms or customs. Moreover, the regulatory structures or individual mechanisms inside them can be established and sanctioned by public as well as by private actors. There is in fact not necessarily an actor in charge of controlling outcomes as for instance in market competition. In the next section, I will introduce the reader to the changing role of the state in science policy. The third section presents the governance model for the p- lic research sector which was developed by the research group and underlies the 1 contributions in this anthology. The ?nal section gives an overview of the papers.

Most of the discussions dealing with the accurate use of ‘modern instruments’ like upward feedback for the management development process can be found outside Germany. Upward feedback focuses on managerial development rather than having a judgemental purpose. This paper addresses literature research dealing with upward feedback, which suggests that upward feedback can lead to performance improvement. Most research studies discuss the use of this instrument in private companies or in local public agencies. There is almost nothing in the literature about whether upward feedback is used at the federal administrative level in Germany. Consequently, this the paper examines whether the instrument of upward feedback is really used rarely at the federal administrative level in Germany. To analyse whether the instrument of upward feedback is used at the federal administrative level in Germany the researcher designed a questionnaire, which was sent to all 15 supreme federal authorities (the Federal Chancellery and the fourteen Federal Ministries) and to 54 subordinate federal administrations along with information regarding the purpose of the research. Information from 69 respondents shows that 16 % of federal authorities are already using the instrument on a regular basis, one for ten years and another for eight years. Some 22 % are planning implementation in the near future and two of these have already undertaken a pilot project with good results. The paper identifies salient concepts, in the field of upward feedback, which are currently being employed in the private and the public sector. No ideal approach can be found in either the literature or in practice. However, one fundamental conclusion was identified: it is not enough simply to receive feedback. An organisation has to take further aspects into account, for example to define and communicate the purposes of the feedback before starting the feedback programme, to help employees to interpret and react to the ratings and to set up rules on how managers are to deal with the results etc. If this is done, the instrument can be a powerful tool for managerial developmental purposes.

The underlying idea is that engagement fosters political awareness and interest and increases the public's monitoring ability. Still, although extensive voter involvement may put pressure on policy-makers, it might also send a vague message in that diverging objectives are likely to exist in different groups. Furthermore, weak fiscal autonomy can undermine voters' interest in and demand for an efficient production of public services. In our contribution, we test whether and how voter involvement in the political sphere is related to government performance - in terms of its efficiency - using a broad panel of German municipalities. Our results suggest that voter involvement indeed has a positive impact on (technical) efficiency. Crucially, however, this efficiency-enhancing effect of voter involvement is significantly (positively) affected by local governments' fiscal autonomy.

Results-Based Approaches aim at improving public sector performance through the establishment of reward modalities on the domestic and international levels, and the authors evaluate the potential of these approaches to provide an entry point for development cooperation. Applying their framework to empirical data obtained from fieldwork in Rwanda, they analyse the main domestic performance approach – Imhigo – and suggest how this might be strengthened.

Politicians and researchers, for example, show very little interest for the economic and financial performance of water utility firms, focusing almost exclusively on the different ways for providing the services or on the ownership structure. This work analyzes the variables characterizing the outsourcing process in the water sector. It also explores the connection of such variables with the performance of companies and local government authorities involved in the delivery process. Subsequently, the work explains the results of an exploratory analysis of different cases in the international context, making also a comparison about the performance. Lastly, the work verifies the existence of some best practices and evaluates the adaptability of these best practices in the Italian context.
