Dans la mesure oùles décisions de politique monétaire sont prises par un CPM, la gouvernance concerne également sonorganisation et les procédures d'élaboration de la décision.L'objectif de cette thèse est d'analyser à la lumière de ses développements récents, la gouvernance àla BCEAO et à la BEAC qui sont les Banques centrales couvrant les deux unions monétaires de lazone franc, à savoir l'UEMOA pour la première et la CEMAC pour la seconde. Cette thèse a aussipour objectif de montrer que la pérennisation de ces deux unions monétaires passe par une meilleuregouvernance et la nécessité d'un fédéralisme budgétaire en leur sein impliquant donc une plus forteunion politique. Toutefois, nous soulignons les obstacles rendant très difficile la réalisation de cetteultime étape de l'intégration.

We distinguish inputs that constitute the building blocks in the literature, and the literature that builds on them. Issues including sensitivity analysis, robustness, and endogeneity are discussed. The review shows that empirical evidence regarding the beneficial effects of central bank autonomy is substantial, although some technical issues still remain for further research. In particular, central bank autonomy raises the issue of subjecting the monetary authorities to democratic control; this calls for additional research on the linkages between central bank autonomy and accountability and transparency. Additional empirical analysis on the relationship between the financial strength of the central bank and its de facto autonomy, and between its autonomy and financial stability, would also be desirable.

Book excerpt: The success over the years in reducing inflation and, consequently, the average level of nominal interest rates has increased the likelihood that the nominal policy interest rate may become constrained by the zero lower bound. When that happens, a central bank can no longer stimulate aggregate demand by further interest-rate reductions and must rely on "non-standard" policy alternatives. To assess the potential effectiveness of such policies, we analyze the behavior of selected asset prices over short periods surrounding central bank statements or other types of financial or economic news and estimate "noarbitrage" models of the term structure for the United States and Japan. There is some evidence that central bank communications can help to shape public expectations of future policy actions and that asset purchases in large volume by a central bank would be able to affect the price or yield of the targeted asset.

Weak institutional capacity and governance concerns have limited economic development and donor support in Chad. It is highlighted that the reduction in the nonoil primary deficit envisaged in the 2013 budget appears appropriate, but expenditures linked to the regional security situation and lower than anticipated oil revenues imply large financing needs. There are significant economic and political risks to program implementation,; the regional security situation remains volatile, and the economy is highly dependent on volatile oil revenue.
