Book excerpt: In the decades following the 1997 Asian economic crisis, South Korea sought segyehwa (globalization). Evidence of this is no more evident than in the country’s capital, Seoul, where urban development has been central to making the city a global hub and not just the centre of the national economy. However, recent development projects differ from those of the past in that they no longer focus solely on economic efficiency, but on the deployment of a new urban aesthetics. As Jieheerah Yun reveals in Globalizing Seoul: The City’s Cultural and Urban Change, the pursuit of globalization and the rebranding of Seoul’s image from hard industrial city to soft cultural city have shaped the urban development of the city. Following a brief urban history of Seoul, she focuses on two key themes. In the first, how globalization has contributed to refashioning Korean traditions, she analyzes the policies and actions to preserve Korean folk houses and pre-industrial street layouts, looking in detail at the Bukchon and Insadong areas of the city. Her second theme is an examination of migration and the generation of new minority neighbourhoods amidst the segyehwa policies and the state’s efforts to build a multicultural society. In detailed case studies of the redevelopment of Dongdaemun Market as part of rebranding Seoul as the ‘world design capital’ and of the Itaewon area as both a Special Tourist Zone and a Global Cultural Zone, she shows how multi-ethnic neighbourhoods are threatened by lack of consideration for economic justice and housing provision.

South Korea's pursuit of a Nobel Prize in Literature is put in perspective when one considers Korean contribution to the pre-modern Sinitic literary world. South Korea may owe its existence to the United Nations, but since entering the UN in 1991, it has taken to heart the altruistic urge of global peacekeeping.

Gi-Wook Shin and Joon Nak Choi build on an emerging stream of research that conceptualizes global labor mobility as a positive-sum game in which countries and businesses benefit from building ties across geographic space, rather than the zero-sum game implied by the "global war for talent" and "brain drain" metaphors. The book empirically demonstrates its thesis by examination of the case of Korea: a state archetypical of those that have been embracing economic globalization while facing a demographic crisis—and one where the dominant narrative on the recruitment of skilled foreigners is largely negative. It reveals the unique benefits that foreign students and professionals can provide to Korea, by enhancing Korean firms' competitiveness in the global marketplace and by generating new jobs for Korean citizens rather than taking them away. As this research and its key findings are relevant to other advanced societies that seek to utilize skilled foreigners for economic development, the arguments made in this book offer insights that extend well beyond the Korean experience.

However, South Korea’s "economic miracle" in the late twentieth century has been mostly studied through an economic policy lens. This book revisits the development of South Korea by looking at its urban dimension and exploring the city of Seoul as a developmental megaproject. Offering an alternative to the focus on economic policies when it comes to explaining South Korea’s development successes, Joo looks at the urbanization that took place under the guidance of the strong developmental state. She provides empirical evidence of the "property state" at work, both complementing and supporting the developmental state. She also analyzes why and how Seoul was able to emerge as an important Asian global city and a global front-runner in terms of ambitious and pioneering urban investments, despite its relatively recent history marked by massive slums and urban poverty. This book provides an analytical framework for studying South Korea’s modern development under capitalism as a precursor to East Asian urbanism and development. It paints a comprehensive story of how cities have been politically and economically important to Korea’s development experience and are increasingly becoming a new mode of development.

Book excerpt: K-pop (Korean popular music) reigns as one of the most popular music genres in the world today, a phenomenon that appeals to listeners of all ages and nationalities. In Soul in Seoul: African American Popular Music and K-pop, Crystal S. Anderson examines the most important and often overlooked aspect of K-pop: the music itself. She demonstrates how contemporary K-pop references and incorporates musical and performative elements of African American popular music culture as well as the ways that fans outside of Korea understand these references. K-pop emerged in the 1990s with immediate global aspirations, combining musical elements from Korean and foreign cultures, particularly rhythm and blues genres of black American popular music. Korean solo artists and groups borrow from and cite instrumentation and vocals of R&B genres, especially hip-hop. They also enhance the R&B tradition by utilizing Korean musical strategies. These musical citational practices are deemed authentic by global fans who function as part of K-pop’s music press and promotional apparatus. K-pop artists also cite elements of African American performance in Korean music videos. These disrupt stereotyped representations of Asian and African American performers. Through this process K-pop has arguably become a branch of a global R&B tradition. Anderson argues that Korean pop groups participate in that tradition through cultural work that enacts a global form of crossover and by maintaining forms of authenticity that cannot be faked, and furthermore propel the R&B tradition beyond the black-white binary.

This book investigates how the status of English as a hegemonic language in South Korea is constructed through the mediation of language ideologies in local discourse. Adopting the framework of language ideology and its current developments, it is argued that English in Korean society is a subject of deep-rooted ambiguities, with multiple and sometimes conflicting ideologies coexisting within a tension-ridden discursive space. Internally, democratization has changed political terrain for domestic and international politics. Democratization and the information revolution have reinvigorated civic life and citizens have become active in expressing very divergent and often polarized views on foreign policies. Democratization also promotes South Korean nationalism. Rising nationalist sentiments make it difficult for the U.S. to effectively handle regional security-related issues such as the North Korean nuclear program, balancing against China, and dealing with the potential Sino-Japanese conflict. Externally, globalization has brought significant changes to South Korea’s foreign policies. Economic dimension and issues rather than security-related issues become salient and important. For example, although security concerns are still dominant in Korean society, economic interests necessitate South Korea improve its relations with China and redefine its political position between the U.S. and China. Globalization has also promoted Korea’s national interests to reach out to other countries. The Korean government has tried to develop new economic partnerships with developing countries for the purpose of securing energy and natural resources and expanding its soft power. Economic globalization and democratization have brought about changes in South Korea that raise many interesting questions with respect to foreign policy. Has South Korea’s rise as an economic power and a democracy changed its relationship with neighboring powers? Does economic integration between South Korea and China reshape their relationship? How about its impact on U.S.-Korea relations? Are geopolitical and security-related concerns still the dominant factor in explaining South Korea’s foreign policies? Does economic integration between Korea and Japan help to reduce tensions or emotional animosities that derive from historical disputes? Has South Korea, as a growing economic power, sought to forge relations with other middle or small powers beyond the confines of its region? Overall, this book theoretically and empirically explores how democratization and economic globalization have changed domestic politics in South Korea and reshaped its foreign policies.
